Over all, I donÂ’t think you will like this build. I have had this blaster at L50 for quite awhile. I have respecÂ’d him 7 times or so and just recently got a build I actually like. (btw, save yourself some time and get him to 50 with common ioÂ’s and then build him on the test server, boy I wish I had done that) While your recharge seems outrageously cool, your RoA comes up only 2 sec faster and Aim and BU only come up 3 sec and 5 sec sooner than mine, respectively. I only have 134% global recharge.
I did a build where I had 190% global rech but 0% defense. I was constantly mezzed and died often. I was extrememly unhappy with the build. Your defense is very poor. S/L is 21% and all else basically negligable. You will probably be at range most of the time so Ranged def will work better for you.
Just an fyi, you will lose 4% regen by replacing the Regen Tissue Unique with a Heal IO. Why spend all that moolah on 4% regen. Your could probably drop the Numina Unique and get away with it if you slotted a little differently. If you get the end accolades and drop the Numina Unique you only lose .03 end.
I will post my build just so you can see another idea. He has 43% ranged def and I hover blast. By the time I get hit, they are dead. I took bonfire for some melee cover. While I havenÂ’t quite got the knack for that power, it has kept me alive quite a few times. The KB is great, especially in buildings where I can direct them into a corner.
This is a fairly inexpensive build compared to yours and I believe is way way safer. So, no, I don’t believe this is a “dream build” based on my personal experience with this particular AT, nor do I think mine is. I am sure he can be tweaked even further, but I would take mine over yours, expecially for the cost.

You taken quite a different approach than me. I realised I will never really be able to fully slot purps so I went with less expensive sets for my Archer/Energy alt. My build is only for PVE since I don't PVP at all. Made to be a heavy hitter and pretty sturdy for a blaster. I do recommend getting Explosive Arrow instead of Ranged Shot, since Blazing Arrow is as good or very close. In ExpA you get a very nice follow up to RoA wich will hit at the same time, due to RoA's delayed animation. I also prefer to fly or hover when using Archery, since that makes targeting RoA so much easier I think.
Since Archery have a very good range over all, I do recommend changing Boost Range to something else, since it's not really needed, even Fistful have longer range than the cones in other blaster sets.
My build is very focused on not being in melee range, for those that sneak by other teammates I use Power Thrust, Kick to shove them away. Solo wise Repulsion Field will do the trick (RF I have not been able to try out yet, need to respec first).
Though it all boils down to playstyle, I only PVE and stay as ranged as possible. If one play differently another set up would be better I suppose. In any case good luck and may your arrows be sharp and your aim true.

I found myself sitting in the waiting room at my local car dealer today. They had an outdated dinosaur that allowed me to catch up on some forum reading. I appreciate the feedback guys. (also wanna apologize for the several posts...was talking in-game with a friend and using the forum to show her my ideas.) Anyways, the topic of defense was something I was worried about. The recharge kept getting in my face though. When I get home I will take a look at that build. Thanks for posting it. I plan on soloing mostly with this toon. I tend only to team for things like TFs and raids. Having never played a hover-style blaster, I am very curious as to how you guys set up your attack chains and mold your killing fields. I have always played a "blapper" style on my Fire/elec blaster. Looks like the mechanic wants to talk. Later
I had explosive arrow on all my previous builds. This is the first one that doesn't have it, and frankly I don't miss it. BU + Roa + FoA almost always drops all the minions and lieu's. I then use Aim + BA + AS + rinse and repeat for the remaining bosses.
I recommend taking Boost Range and Ranged Shot. (I like the Sting of Manticore in RS. Every one of the set bonuses are useful). I will sometimes BR + BU + RS and snipe a lieu. At that range, I find that about half the time, the rest of the critters won't make a move or they might just scatter. You are usually so far from them that there is no incoming alpha. If they do come after you, I drop Bonfire and blast away. I actually like this method the best because the mobs seldom act the same way two times in a row. It keeps the game from getting boring. Just my opinion tho. Oh and this works with RoA also.
I tried the Force Pool and hated it for the following reasons...
PFF - I found myself watching my health bar way too much. You really have to time it right, wait too long and your dead. If you have mediocre defense, your health bar will drop fast.
RF - If you KB 3 critters and they get up and attack you again and again your end bar will plummet. Its high end cost, plus the end cost of each critter hitting you each time, plus using your offensive attacks will drop your blue bar like a brick.
RB - recharge is way too long for the damage it does.
FoN - This is just bad all the way around. 1000 sec timer and comes with a crash. Sheesh
My reason for the Flame pool...
Bonfire - For solo is great. Toss it at your feet and fire away. 90% of those critters you fail to kill will charge at you and get thrown back. Sometimes they actually get to you, hit you once, the get KB's in the same direction they were traveling when they ran at you. It is actually kind of funny to watch. This power has saved me quite a few times.
Char - A very solid hold and uses the best IO set for the slots required, Basilisks Gaze. Def, End and Rech for just 3 xtra slots = nothing better.
FS - Your standard resistance toggle
RoTP - This is the only rez power I recommend for squishies. Some thinking goes along the lines of not getting a rez power because that means you are planning to die. Or, why use it when you can use BF's? I like it because of its damage and stun component. A mag 4 stun and 500 dam, it is basically a mini nuke. Have you ever died with critters standing on you, a BF won't help. This most definetly will. Besides, your a squishy right? You will in fact, die sometimes.
Every thing I have stated is just my opinion based on my experience. You may or may not agree. This is why I strongly recommend using the test server to iron out all these questions and varying opinions out.

Here's my Hover Blaster. Currently has hit the ranged defensive softcap, but with the upcomming nerf to BoTZ sets it will fall a bit. Shouldn't be too drastic though, I never get hit, and when things go real bad (happens on PuG TF's more often than I'd care for) I can pop on PFF and FoN and fly a bit and I live during wipes.

I started tinkering with this build a while back and never really got to far with it. I have been focusing on my Fire/elec blaster for the last few months. Anyways, This is the "dream build" I came up with. I wanted to post it to see if it held up to the critique of all you fine people. I don't want to get started and waste my time if this is not the uber build I think it is. (For all the purples it better be lol) So here it is. If this can be done in a more efficient manner or I missed a needed objective let me know. I want this build to be the best I can make it. While I may not be all that rich, I am very determined as a builder. lol
