opinions on this D^3 Stalker please
If this is for PvE, you won't need Stealth or the +Perception IO. Also, don't slot Dark Regen for damage, it's a waste.
If it's for PvP, don't do Dark Armor. It isn't a happy experience.

Also, the theft of essence proc in Siphon Life isn't worth it imo, just leave one on Dark Regen and enhance the acc/dmg/rech on Siphon, at least max the damage on it and give it good recharge. You don't need to enhance the heal so much because you have dark regen, which you'll want slotted for acc/end/rech mostly, not damage.
You can slot Midnight Grasp with 5 Crushing Impacts and add a Rech/End in the 6th slot from one of the tohit debuff sets. I'd also get Shadow Maul instead of Shadow Punch, SM is great if you are good with cones, you can easily hit 3 mobs.
And before I try to mess with the build (post the datachunk if you can), I gotta ask, is this a 7 billion build? Because you'll probably spend 5 billion on the gladiator armor and shield walls there.

Well you can't truely knock anything really in PVP. Something always works for someone. Whether it works well, or not is something different.
Well...
- Stamina is underslotted, I'd put 4 perf shifters, especially since you're dark armor and have tough and weave;
- I don't see the need for 6-slotting Crushing Impacts, I'd get Shadow Maul instead of SPunch and 6-slot obliterations for the melee def, in M. Grasp I'd use a recharge/endurance from the Dampened Spirits set in the 6th slot;
- the FF proc in Kick will do almost nothing for you;
- D. Regen needs to be slotted for recharge, accuracy and endred, not damage;
- Build up is WAY underslotted for recharge, 3 rech IOs will be better than what you put there;
- I'd put 2 recharges on Placate;
- The status resistance IO in Murky Cloud is useless;
- Entropic Chaos in Dark Blast is bad, the acc and damage suck in this set - I'd go with 5 decimations if you wanna keep your recharge;
- As I said those PVP IOs will cost a fortune;
- Shadow Meld should be slotted for more recharge;
- And last but not least, I don't see the point of playing a Dark Armor Stalker if you don't get Oppressive Gloom (or Cloak of Fear). OG is good to go with one Accuracy IO, CoF needs 5 or 6 slots to be effective.
Also, keep in mind the BoTZ IOs will be nerfed, the ranged defense they provide will be lowered to 1.25% amd AoE to 1.88% iirc.
Ok messed with your build a little, removed some regen bonuses because I don't think they'd be useful with Siphon Life and Dark Regen.
D. Regen slotting is not exactly optimal but maybe you wanna keep Eradication's bonuses (+ end, HP and ranged def).
It's capped on HP with the accolades and has better defense without using ultra expensive PVP IOs or purples.

That looks like a fun build. Here's a really hard question though: How could you mod it to fit fly for a travel power?

Maybe getting Hover at 22 instead of CJ then Fly at 24 or 30, delaying Fitness (with Fly at 24) or Fighting (if you get at 30), and scrapping Soul Storm.

Stalker builds are hella tight in the early levels, I'm happy there's Ninja Run now.

Usually I try to get Air Superiority instead of hover specifically to get another attack early on, but looks like the slot is needed for recharge, that's what makes it a bit tricky. Don't want to disorder things too much but could take boxing early then hover and fly late, hmmm. Gotta be a way.
My current dark/dark/dark is really messed up. Trying to think of ways to fix it without making it worse. hehe.

Well Gavin, since you're not likely to exemp below level 13 (I think), you'd still keep Shadow Maul, Smite, Assassin Strike and Siphon Life at 13 since now you stay with the powers 5 levels up if you exemp to lvl 13 (I really advocate Shadow Maul over SPunch, love hitting 3-5 guys with it and it's good even as a ST attack, and recharges quite fast, it's a cone with the damage, end cost and recharge of a ST attack).
Another problem in taking A. Superiority is slotting, the power deserves at least four imo (I have it in my 50 DM/DA scrapper 5-slotted with C. Impact, but when I respec her into a tough/weave build I'll have to switch to Hover).
In the build I made above, if I had 3 more slots I'd put a full set of Gaussians in Build Up to get the defense bonuses. A Dampened Spirits rech/end on Smite would also be nice for a 6th slot (could take the HO out from Obs. Shield depending on how concerned you are with psi res).

I just threw a 19%/19% Acc/Dam into Air superiority, but I'm looking to upgrade to two of them. Keep the full enhancement level down to level 21. To keep the enhancement any lower level than that the individual bonuses have to be lower than 15% and then you would need extra slots. I looked at the quads and triples, because a level 50 Mako gives you 19.8% Acc/Dam/End/Rech all the way from 50 to 21.
But the endurance difference is less than 1 point, and the recharge is nothing significant either. So I just have the one Acc/Dam. If I went to two slots I'd probably opt for a Mako quad and some cheap triple Acc/Dam/Rech to have 38%/38%/19%/38%. Four and a smidge SOs of enhancement out of only two slots while level 21 is pretty decent I think. =) At level 14 that gets gutted down to 14%/14%/6%/14% but not much I can do about it. Three quads @ triples at 14.8% each would give me 44% down to level 15, but once I drop to 14 I'm still stuck with only 15%. So two slots is the max I'll bother with for now.
With the one dual I am better off than two DOs down to 21 and still better than 1 DO at 14, which is what the enemies I'm fighting are balanced against. So I figure that's decent enough. At high level I don't use it. It is just there for the extra attack while exemped since I only have 1 veteran attack and even with brawl I need more down at 14.
As for Shadow Maul, I truly suck with cones. I think in a year and a half I've gotten two or more with shadow maul, err, MAYBE twice. I can't actually recall it ever happening but I'm assuming it must've happened at least once and I didn't notice. I'll occasionally see that I did line up correctly, but I inevitably miss one and hit the other. I keep it around because it lets me slot PBAoE sets which is nice. I have multistrike in it now, while I finish picking up level 32 oblits. Dang things just won't show up on the market =) As far as I'm concerned, it IS a single target attack with bugged slotting.
Between DA's own protection and the heals I'm not so worried about Psi. I also have Aegis slotted right now just because it dropped while I was leveling.
