No, lvl 23 set bonuses would NOT be in effect.
The lvl 20 powers will still work, and any enhancements for that power will still work for that power, but the set bonuses themselves will not be effective because you are EXd to lvl 15.
Simpler Answer: lvl 18
Honestly, you'd probably be better off just using lvl 50 IOs. Even if you don't have the set bonuses, the enhancement values themselves would be a lot higher.
Also, remember that the Positron TF is being revamped in I17 - that might mean anything you build for the current version could be out of date in a few weeks.

Yeah - while there is now that five level window for exemplared power availibilty, that has not changed IO set bonus rules at all.

Hello everyone,
Now that the positron gives you up to level 20 Powers, does that mean that If I make a Positron TF toon and buy him all lvl23 IOs will the set bonuss still be in effect? Or a simpler question is whats the max level of IOs that I can buy for a Positron ONLY toon.
