Monster Island (Villainside) is a zone full of Monsters and Rikti Monkeys. There are no missions there.
It's just an alternate place to get [Essence of the Earth] inspirations for Hami raids, just like the islands North of Peregrine Island (Heroside). In fact, most (if not all) of the Monster Island zone is an exact copy of those islands north of PI:

Any idea if Architect can establish missions there?

It may not happen anymore, but a number of years ago one of the 45+ arcs had one door mission that had a chance to spawn on Monster Island in PI... I've only seen it happen once though and that was 3-4 years ago. I've no idea offhand which arc it was after all this time.
But for all practical purposes Monster Island is just there to farm the GM's for EoE inspirations and Monkey Island is there for the Rikti Monkey badge... I've spent many hours on Monkey Island working on that badge back when it took 10,000 monkeys

The areas north of PI are officially named Tempest Quay and Cutlass Isles. In fact, the "neighborhoods" inside the Monster Island Zone are even called the same thing.
The name is a whole lot more exciting than the actual place

LOL, too true!
When I first heard about it, I went there with some friends in search of GMs to slaughter... but all we found were a few extremely large DE and a bunch of annoying monkeys.
