My hands are not on fire! (kat/regen w/o hasten?)
If recharge is your thing, you could forgo fitness pool and pick up epics. Blaze mastery in particular allows you to slot up char (Basilik's), fire blast (Decimation) and fire ball (Posi Blast) for a lot more recharge. Or you can go body and take up physical perfection and use LBE and Energy Torrent for similar effect.
Theme wise, weapons epic could work better and web grenade, shuriken and exploding shuriken can all take sets that increase recharge.
Skipping Hasten on a /Regen, just because it doesn't look pretty, is not very Scrap-like.
If you want pretty and strong go roll a Mace/EA Brute
You might also want to bear in mind that Power Customization is, supposedly, going to extend to APPs and Epics at some point. It'd be a shame to invest in a ton of IOs that you might not need later down the road.
I once rerolled a level 50 character into the exact same character, just because I decided I wanted him to be taller. Then we got the Super Science Booster. I was bummed.

Kicking butt and looking awesome doing it is better than just kicking butt. More than that, though, this is about remaining true to the character concept.

Anyway OP this is what I came up with for your build, it currently stands as a very good build. You have a lot of recovery almost too much recovery lol. So I took some slots from stamina and quick recovery and slotted them into boxing to give you a nice boost in recharge using absolute amazement.
I also slotted Tough with three Aegis because you only have an 8 second down time on Dull Pain so you really won't need the HP bonuses from Titanium Coating.

Dark/Shield Build Thread
Thank you, Santorican, this is *exactly* the kind of help I was looking for. I'll look the adjusted build over in more detail when I get home (and have access to Mids--I'm at work at the moment), but at a glance I like what I see here.
If this build hasn't started already I'd suggest getting a few sets at lower levels so that way you can keep your bonuses if you plan to exemp.

Dark/Shield Build Thread
Some of it is using pieces I already have, but some of it is new. I hadn't really thought about exemping since I don't do a lot of it, but if I can downlevel some of the sets without compromising the numbers too much, I'll look into that.
Now, that was way back in I12, and I've learned some things since then, and I strongly suspect that if I were giving Werner an I16 build, he'd end up with Hasten. But seriously, even now, Werner isn't THAT far behind the curve, even comparing to top end I16 builds with Hasten. You can pull it off. Skipping Hasten doesn't make you weak, at worst it makes you merely not quite as strong as you could have been.
My build is way out of date, but I'll post it anyway. Due to some game changes, it now has way too much endurance recovery, and not as much defense as you could easily get. And of course I'm not using Stealth, just a stealth IO. If I were changing it today without picking up Hasten, I'd likely be trading some of the regeneration and recovery for more defense.

As you might have guessed from the title, I really hate the flaming hands effect on Hasten. Back when my character was forced to glow like a Christmas tree all the time just for being a regenner, it wasn't so noticeable, but now that I've turned off all my regen effects, she looks completely awesome... until her hands mysteriously catch on fire.
In light of that, I've been trying to put together the best kat/regen build I can WITHOUT hasten in it. So far, this is the best I've come up with. Yes, I realize stealth is a crappy power, but it let me squeeze in one more LotG +rech and it does suit her concept, as you can probably guess by her name.
Looking for any suggestions from the more experienced regenners here. I really don't like taking Combat Jumping because I'd rather leave ninja run on all the time for the animations, but it appears to be a necessary compromise
Also: I don't have the budget for the purples yet... in the short term, I was planning on slotting Mako's Bite in Gambler's Cut and Scirocco's Dervish in Golden Dragonfly.
