Seeking advice on budget Katana/SR build
I am NOT an expert. However, I do have a fairly cheap (by today's standards) Katana/Super Reflexes build. Hopefully you have the latest Mids and can import this. The only really expensive items in it are the (optional) Miracle and Numina, as well as the Steadfast Protection. Most of the other stuff is fairly cheap, even though you'll of course have to acquire the recipes and the rare salvage.
At the end you will see 2 data chunks. The second one, if you can load Mids planner, is the same build but with almost all the IOs stripped out. It will show you that you can hit 44.7% to all with just generic IOs, 1 steadfast protection, and the full Gaussian set. Everything else in my original build was strictly optional, just designed to pick up a little recharge, global accuracy, endurance recovery, etc.
Again, I'm not an uber player and my build is timid (esp the second data block), but it would suffice if by budget you REALLY mean budget. I'm sure others would have better builds or suggestions, but I figured I'd chip in anyway.

That keeps the softcap and adds perma hasten. It sacrifices a travel power, but this is fairly irrelevant on an /SR scrapper with the advent of Martial Arts Booster since Quickness+Swift+Sprint+Ninja Run works out very, very fast anyway and this build has stealth built into it.

I'd actually drop Divine Avalanche. Here's your basic template for soft-capping SR:
- Take your defensive powers and slot three defense (or equivalent in set IOs)
- Take Weave and Combat Jumping and slot three defense (or equivalent in set IOs)
- Take Tough and stick a Steadfast Protection in it (I recommend slotting and using it too)
- Stick a full Gaussian set in Build Up, Tactics or Focused Accuracy
That pretty much leaves your build wide open for pursuing other bonuses. Normally, I'd suggest going recharge to pull off the top attack chain for Katana (Golden Dragonfly -> Gambler's Cut -> Soaring Dragon -> Gambler's Cut) and to be able to spam The Lotus Drops, but with how expensive recharge is, you're not going to get there on a budget build. I haven't actually looked at low-recharge no-Divine-Avalanche attack chains, so I can't really advise you there. And what you do with the rest of your build and set bonuses will depend on your goals.

And I'm now a soft-cap believer. I got there with Weave to all but melee, and Divine Avalanche got me that. Had lots of fun on an ITF standing in the middle of big piles of Roman bosses and EBs.

Also, once you hit the softcap without Divine Avalanche, you can drop it quit easily. It's great for adding defense, but it does lower your damage output because it's not a very hard hitting attack.

Small suggestion, get sets at their lowest maximum level that way you can keep your soft cap at lower levels.

this build is not too expensive if ya drop the LoTg 7%ers till ya have money to blow and you dont mind using DA . its also great for end by rotating elude and CP. the knock would be no real travel power , but gets around very very well with ninja running and the speed buffs+ the fly temp from FBZ for that afk travel. i like this because its does not need heavy toggles from fighting added and does not sacrifice comforts ----great on end and moderate on the pocketbook --- and if you ever the cash for the 5 LoTgs its a great recharge spec with near perma hasten as well

I've gone ahead and slotted IO's in the primaries and hit the softcap, but I haven't yet started chasing LotG's for recharge. Still, I couldn't help but start to wonder:
How much RECOVERY am I going to need to spam GD => GC => SD => GC ad infinitum??? If I'm reading Mid's right -- and I might well NOT be after staring at it for too long -- even with a Numina's and a Miracle uniques and Physical Perfection (and assorted minor recovery bonuses), it doesn't LOOK like I'd be able to keep that pace up for much over 60 seconds.

How much recovery you need depends on how you slotted the powers, what toggles you're running, how they're slotted, how often Hasten is up, if you took Conserve Power, and so on. It's really not the kind of thing I can answer.
However, seriously ballparking it, let's say about 3.5 endurance per second MORE than your toggles burn. I'd shoot for that, THEN start doing the fine scale calculations to see where I really stood.

Despite the badly phrased question, THAT'S pretty much the answer I was looking for!! As you said, it's a ballpark estimate, but it'll give me a baseline to aim for, and then I can tweak and adjust from there -- thanks a lot!

My results aren't typical, of course. I left on two relatively thirsty travel toggles that I didn't need. But I'm planning to slap a second performance shifter chance for +end into physical perfection to go with the one I have in Stamina. (And a Perf Shifter End Mod with it because why not take another movement speed bonus?) Then I'll start thinking about the health uniques. They're already budgeted but I might put 'em off and buy some LotGs instead if they appear to be overkill.

This is my first deliberate build ever and combines two sets I've never leveled up before on top of it. It's even my first all-defense character ever, having only leveled up /DA and /WP previously. So I've min-maxed my ignorance.
But he's 42 as of last night and I'm having a ball playing him. I'm just not sure where he should go next and if I'm making the smart choices to get there.
My main goal is just to soft-cap him to all positions. Anything else is nice, but not essential. I want to avoid purples and PVP IOs because I haven't been marketing in quite a while and I don't really have a good farmer on hand to earn back what I spend failing that. My total wealth is somewhere around 1.5 billion, but I'd rather not blow the whole wad on him. A few hundred million is ok.
