Why am I not gaining EXP?
Trial accounts have many restrictions, most implemented to limit RMT, including a level max of 14.

Yes, once you upgrade to a full account you can continue to level that character as per normal.

EDIT: Wait. Is there any way I can use up the rest of my trial time before I start paying, without the limitations? I heard something about using your credit card even before you start paying.
Sure, you can continue to play the current character, just no XP for the duration, or make a new character to try out. Most players have several dozens of characters.
Teams are the number one killer of soloists.
You have to purchase the game (between $10 and $20, typically) before you can 'start paying'. You have to give your credit card or Paypal information, but you are not charged until your free time is up. Alternately, you can input a game card (which is $20 and counts as purchasing the game AND includes a month's playtime) or time card (which costs between $15 and $45 and includes one to three months playtime). Both the game and time cards are used when you input them, but they add their time to the end of your freebie trial time.

Well, I've always assumed that paid time started after the trial time period. I know your Reg date starts from the beginning of your trial period.

If you start a new account, it will not be able to see the characters you are currently running. It would be a seperate account with its own list of characters if you start a new one.

99 cents sounds like one of those way to good to be true scenarios.
Buying and applying a retail code will ADD 30 days of game time to the end of your existing trial time (add 30 days to your "playable until" date in your account management screen). Once applied, your account is no longer trial status, and all limitations should be lifted. If they are not, then you should be able to /petition to get them removed.
*To prevent possible issues, make sure you are logged out while applying codes to your account. Status is usually changed instantly, but sometimes I've had it take up to an hour before things became available to me in-game. If things don't seem right, log out and log back in to recheck.
Also, be sure that you are applying the game code to your trial account as an upgrade, not creating a new account.
You also don't have to buy the latest release. If you have something like a Big Lots! nearby, you're likely to find a City of Heroes, City of Villains, a DVD Collector's Ed., and possible Good vs Evil, for a whopping $5.
Before potentially flushing away a fiver, I would highly recommend contacting the seller and trying to get some sort of verification that the product is actually new, and is still factory sealed. If it has been opened, then there is a good chance that the key has been used.

Note, other than the fact that you cannot use a City of Villains code after using a City of Villains Collector's Edition code (but you can before using the CE code), you can use all of them. Each retail code gains you one months sub.
