This was a build in Progress, I want to use a respec to max out efficiency, and tweak it where it can be improved. Feel free to pick it apart.

Currently does great damage, very surviveable, I have no real issues or problems - just thinking about tweaking it, and looking for opinions.

Against all Odds at 49?!? Gah, that's your Taunt aura, not to mention it gives you a damage bonus. Taking that, and Deflection before level 20 is way more important than taking Kick and Tough that early. If you respec, I'd definitely change that.

As for the rest:

Jab: unless you're absolutely not going to use it, slot it with commons, if nothing else. (Though five slotting Crushing Impact would be a good choice for an IO set.)

Battle Agility: Why not just 4 slot with Serendipity? It has decent 3 and 4 slot bonuses, and the commons are doing nothing for you.

True Grit: Shield Defense does NOT need additional KB protection; that IO is wasted influence and a wasted slot. I'd go with 3xHeal commons and the Steadfast plus 2xResist commons.

Phalanx Fighting: The addtional defense slotting will only help you if you have a teammate with range. I'd drop the resist common at least. I also don't know why you'd slot a End/Rchg in a passive, if you're set on the 3 slot LotG bonus at least get some additional defense out of it.

Tough: Personally, I think the psi resist IOs are a waste of influence. I'd drop the Imperv armor psi resist and swap out the Aegis End/Rchg for the Res/End/Rchg so at least you'll hit the ED cut-off.

Deflection: You don't need the 1.25% AoE bonus, so I'd drop the Serendipity Endurance and the Imperv Psi Resist IO and replace them with 2 resist commons, which will significantly boost your S/L resistance.

Shield Charge: Instead of commons, try frankenslotting it with Multi Strike and Scirocco's to get everything, especially recharge, enhanced as much as possible.

Weave: See comments on Deflection, except you can use the last two slots elsewhere.

OwtS: I think it's overslotted, but if you have extra slots, have at it.

Fly: You're a little low in Ranged defense, so I'd recommend replacing the two non-stealth IOs with 2 Blessing of the Zephyr--not the -KB IO.

Focused Accuracy: A full set of Gaussian's gives a very nice 2.5 defense bonus to all positions. However, I think having both Rage and FA is unnecessary, so I'd recommend dropping FA, moving the Gaussian's set to Rage, and picking up Grant Cover instead. Besides defense for your allies, Grant Cover also provides defense debuff resistance to the player, and is definitely worth getting for that reason.

I'm more concerned with what set bonuses I might be missing out on, finding out if I'm wasting slots overslotting something, etc.

I had been slotting primarily for Defense, and trying to get +HP and +Regen

Seeing that your ranged defense is well below the soft-cap, I think it would greatly benefit you to find some slots and put, say, a Mako's Bite set in there.

Since the advent of I13 and toggle suppression, mez protection toggles no longer shut off, they suppress, which means players don't lose mez protection. More information here:

Furthermore, Shield Defense doesn't have toggle mez protection! Active Defense, a click, is its mez protection power. Of course, I guess you could forget to turn AD on, but if that's the case, getting KB'ed will be the least of your worries.

Just want to make sure you understand that the only time you'll need Psi resist/defense if a Psi attack gets past your positional defense, or if it's one of the handful of Psi powers that wasn't given a position. So unless you're planning to spend a lot of time fighting Carnies, it's hard to imagine you'll get your influence worth with those special Psi resist IOs.

As in you probably won't use it enough to make devoting that many slots to it worthwhile.

BotZ gives a 3.13% Ranged defense bonus with *two* slots; that's an amazingly good bonus, and given that you're low on Ranged defense, should be a priority over other bonuses.

The 5th and 6th Serendipity slots in Weave get you an additional 1.25% of F/C def and 1.25% of Toxic resistance. Just *one* of those slots to complete the Gaussian's set will get you a 2.5% bonus to all three positions. That really doesn't seem like a tough choice to me.

Focused Accuracy costs a power pick, gives a 5% To Hit bonus and costs .78 EPS (!) unslotted. A Kismet +Acc gives you a 6% ToHit bonus in a single IO, no endurance required. Again, that does not seem like a tough choice to me.

In case you think there's not enough slots that can be freed up to do what I'm talking about, here's an example:

One major problem with losing Focused Accuracy - without taking it (or something else there) I can't take Physical Perfection (or am I mistaken?), and my End issues never really went away until I took it.

Taking Conserve Power is fine as a prereq to Physical Perfection, you don't need two.

Made one change - I can't justify a slot in boxing, so put it in health either for the Regen Proc, or to slot another Numina for a set bonus.

Ok, new Ranged 46.39, Melee 48.71, and AOE 50.45
Smashing/Lethal is 45.38 normally, capped at 90% with One with the Shield. Fire/Cold/Energy are 46.12 with One with the Shield, 23.66 without. I feel naked with just 3% psi resist. ;-)

Made some more changes you should really take a look at:

There was no Hover in that last build so I moved some stuff around to include Hover. (Also there were two Performance Shifter Procs in the build and I thought they were uniques? Unsure about that.) Changes give you the following:
+30% More regen
+91 HP
+40% More recovery
+22.5% Recharge
+6% Accuracy
-6% ToHit (sorry)
Max Defense Debuff Resistance (DDR) 95%

You will see I dropped Grant Cover. I did this because you needed to take hover and Grant Cover is not needed because you have stacking Active Defense now which caps your DDR at 95% hence Grant Cover is not needed. Additional changes I would make are Drop OwtS and take Hasten (makes for a lot more Shield Charge and Foot Stomp goodness) and move a slot from Conserve Power to Hasten. If you drop OwtS (really you won't miss it) move the Steadfast to the Tough Pool and replace the Psi resist IO. I would also think hard about switching Hover/Fly for Combat Jumping and Super Jump. Perhaps try that combo out on the test server first if you are not familiar with it. As a tank you want to be on the ground using that Footstomp With Combat Jumping your positional defenses would be in the low 50s while fighting giving you even more cushion from debuffing than the 95% DDR.

the enhancement it self does not list it as unique (perf shifter +end). i've never slotted more than one but i suppose you can have up to 3 in a WP or regen build and they would always be going.

I just checked the Performance shifter Proc - In game it does not list as a unique.

It's not Unique. It's awesome fun, and if it's in the first slot, it seems to fire even when you are exemped - unless they've fixed that, of course. ;-)

This is assuming I need to take Hover? I don't - Vit wasn't a mistake - it's a Vet Reward, I can skip that. I could take fly at lvl 6 if I wanted.

Also not getting rid of my Perf Shifters - they aren't Unique, so I fit them in whenever I can. I have one character with three of them.

I don't want to drop OWTH Shield, I like having it.

Not familiar with combat jump/Super jump? Dude, how new do you think I am? :-)

Of course I want to be on the ground for Footstomp. I don't fly then. It's for Travel, and it looks cool.

I have two procs that boost my recharge too, so it's a bit overkill to add Hasten to it, especially with the End issues it causes.

So .. I'd have to say to no to respeccing into that .. the gain just isn't worth burning another respec, and I wouldn't use a lot of the changes you made.

That vet reward is pretty cool. Can't wait to get that. Adds some flexibility to building toons.

You are a touchy one aren't you?

Adding hasten and the LotGs I added would not pose a problem with your build where end is concerned. With the changes your toon would be just that much better and very able to handle the increased end demands because I upped your recovery to ~2.5 above your base rate of consumption - add to that you have Conserve Power and you have an end abundance.

As you will note in my following post I checked and realized that the Performance Shifter Proc wasn't unique but thanks for clearing that up, again.

So since you don't need Hover and won't be taking it you could drop Grant Cover and take Hasten and have it three slotted. Now that would make this toon something to face. Yikes! Or you could skip it, ha! Overkill? Odd thought that considering that is what we do, er, arrest I mean. As a vet of considerable time don't you have respecs coming out of your ears? Not to mention they are so easy to come by so not really a consideration.

someone mentioned to me that they thought the +recharge proc didn't work in shield charge... like it didn't give the bonus. is he wrong?

I see the bonus appearing on a regular basis .. I'll monitor it more, but I'm fairly certain it works as designed.

I normally use Shield Charge and Foot stomp back to back, but I'll watch my recharge closely for a while just after using SC just to confirm.
