basically no way to protect from it, using hover will endure 1 hit of -fly, but more stacking on you will overcome that
fly puts a mag 1 fly on you, hover puts a mag 4 fly on you, while most -fly effects do 3 fly protection
the only way to protect yourself from the -fly is basically not get hit by it
Even that won't protect against some powers, Web 'Nades, Entangling Arrow and Glue Arrow are all -10 Fly
Yeah, the only way to protect against -Fly is more +Fly. The only power which grants flight to another player is Group Fly, and Hover has 4 Fly.
