Calculating Perf. Shifter Proc
Actually, procs in passive powers check once every 10 seconds.
The Performance Shifter proc has a 10% chance. Therefore, one of those will, on average, fire off once for every 100 seconds.
Your right. I typed that to fast without double checking. It's a 20% chance of 10% endurance gain.
So, it will, on average, fire off once every 50 seconds.
The Perf Shifter proc averages .22 EPS.
edit: This is assuming relevant +End/+Recovery Accolades. Also, they would stack if you have more than one in your build.
Safe estimates gauge it at .2 end/sec because there hasn't been reliable analysis to conclusively determine that it grants 10% of total endurance rather than 10% of base endurance. My current closest estimate is that it grants 10% of total endurance excluding the passive accolades (i.e. only set bonuses).

Or were you referring to having Miracle AND perf.shifter in the same build ?

It's not Unique.
Just remember not to slot it into attacks. When it procs in things like lightening field, the person attacked gets the +endurance.

Let me tell you...as a DB/WP with QR, Stamina, Physical Perfection, Miracle Unique, Numina Unique, and 3 Performance Shifter +END Procs, I find I never run out of END!
Just the other day was running an AE Story mission, getting drained in 1 or 2 hits (high accuracy mobs, who could drain END better than a sapper), and as soon as I was drained, toggles dropped, my END was back to the 1/4 mark.
It was so fun

Let me tell you...as a DB/WP with QR, Stamina, Physical Perfection, Miracle Unique, Numina Unique, and 3 Performance Shifter +END Procs, I find I never run out of END!

I can see needing all three of those powers on a WP because WP has substantially higher toggle costs. For a */Regen, however, you only really need 2 end assistance powers (generally QR and Phys Perf in my builds) because the end costs are substantially lower.

This might be in the "Guide to Procs", but I couldn't find it (granted it was a quick look around). I'm trying to calculate what my End Recovery will actually be, since Mids doesn't do this for you...unless it does, in which case I just need a pointer for how to figure it out.
I've got (in a build; not live just yet) 2 of these in a build that has ~113 End (after Accolades), and in passives (Stam and PP). If I recall correctly--and it's entirely possible that I don't--procs in passives check every 20 seconds. The two questions I've got are:
1. How often, on average, does the math say these fire off?
and
2. Do these procs suppress each other? (that one seems kind of impossible, since there's no duration for the proc's effect, but I just wanted to see if there was a weird wrinkle I didn't know about).
