There are always workarounds such as using Hotspot Shield. I recommended this to a SG mate living in Europe and it worked fine for her purchases off the PlayNC store. Also works for Hulu.

It's actually Edusoft for Argentina; LevelUp! is for Brazil. Edusoft has not sold anything since the Good vs. Evil edition, and even that seems discontinued. The only reason I can get time cards from them is because they apply to Lineage II, the only NCsoft game they actually bother to promote and sell.
