Level 50 Shield Defense/Stone Melee Build/Slotting/Etc Needed.
This is the build I'm working on for my Shield/Stone. I'll let the others tear it apart for ya, as some of the choices I made probably won't be needed for what you are after. I was shooting for capped defense, without weave, then I went after +rech and HP. Hope it helps ya.

Subtle as a ten pound sledge.
No one else knowledgeable in the ways of the SD/SM Tank?
Bold Garlic's response above is a pretty good build. According to Mid's, it soft-caps all three defense stats (Melee, Ranged, and AoE), which is a very good thing, gives Lethal and Smashing resistance around 45%, plenty of recovery and regen. It's possible you could maybe Frankenslot Stamina and Health a little better with some more procs, but that would be ... expensive. There's a guide in the Market and Inventions forum on how to slot globals and uniques. The offensive side .. well, it's a Tanker. Offense isn't going to be in Scrapper range, but you'll be able to keep it up forever. Still, the Mako's, Touch of Death, Obliteration and so on sets are good ones that'll make the offense powers do what they can.
The other thing to do is to be sure to get the accolade powers that boost End and HP -- Atlas Medallion, Freedom Phalanx Reserve, Portal Jockey, and Task Force Commander; for total of +10% End and +20% Health. These aren't trivial and will help any character.
Bold Garlic's build looks pretty solid as well. You'd have an easier time of it if you broke down and took Weave, of course; and might be able to make up the endurance cost by making bonuses there a priority, but that's a matter of taste. There are only a couple of changes I'd make on it.
- I'd remove the Steadfast -KB protection from True Grit. All it's doing is giving you a 30 point HP boost. Give that to another deserving character and move a slot to Against All Odds and drop in a taunt button.
- And if you drop OwtS for Build Up, you can get back those hit points and more.
- You've got 55% recharge. Ain't no reason to prefer Stone Mallet over Heavy Mallet with that going on. I'd switch to the one that does more damage.
- You come out slightly ahead on recovery if you take out the simple endredux in Tough, move that one to Boxing, and plug in 2 Stupefies, which are easy enough to come by. You might want to swap in more endurance reduction into Tough from the Impervium set. After all, resistance is not your strength.
- One with the Shield is not something you will get a whole lot of mileage out of if you are softcapping. You could move your Reactive set into Tough and take Weave or another attack.

Decided what skills I want. Like I said, half the time I'm solo. The other half of the time i'll be with our groups main tank, who is built for being the main tank, so I saw no need to take taunt and grant cover.. As for the slotting, well, this is the first character I've tried to do anything with, outside of common IO's, so it's probably incredibly horrible. Think I just ended up trying to get as many random bonuses as possible, hehe.
But yeah, pretty sure these are the skills I want, but I'm more than open to better ways to slot'em all..

Well, your slotting definitely needs work, you're not soft-capped to melee defense, and that should be a top priority.
But first, the fact that you're waiting until 44 (!) for Stamina is a serious problem. It is much, MUCH more important to take Stamina by 20 than it is to fit in the Fighting Pool early. I doubt you'd have the endurance to run Tough, Weave, your other toggles, and fight at the same time without Stamina. You need to rearrange your power selection so you can take Stamina by 20. You should also consider either dropping one of the Mallets or One with the Shield so you can take Grant Cover; it is one of SD's sources of defense debuff resistance.
In general, your slotting is a odd mix of extreme underslotting (Deflection, Battle Agility, several of your attacks) and extreme overslotting (Tough, Weave, Phalanx Fighting, Heath and Stamina). For toggles with just one attribute to enhance like BA, Tough and Weave, 4 slots is plenty unless there's a specific bonus you're slotting for. In SD, two of the powers, Deflection and True Grit, have two main attributes to slot so they should be 5 or 6 slotted. If possible, all attacks should be at leat 5 slotted, unless it's being used solely as as a set mule as Boxing often is.
From the top:
Deflection: Slot for *defense* primarily, resistance and end reduction secondarily. I recommend four slots of the defense set of your choice, plus two common resist IOs. Please note that Shield Defense does NOT need KB protection! Active Defense will take care of that.
Battle Agility: 4 slot for defense with Def, Def/End, Def/Rchg, Def/End/Rchg. Any set will do, so pick by cost and what bonuses you like.
True Grit: I'd recommend either 3 Heal commons, 2 resist commons, plus the Steadfast +Def, OR 4 Heal set IOs plus 2 resist commons.
Phalanx Fighting: Slotting for defense does *not* increase the defense to you unless you're getting the ally bonus, so most players don't go more than 1or 2 slots. Any defense set or defense commons are fine.
Tough: 4 slots of any resist set, plus the Steadfast +def if you haven't slotted it elsewhere.
Weave: See Battle Agility.
Stone Fist, the two mallets, and Tremor are woefully underslotted. Since you're low on melee defense, (at least partly because Deflection is unslotted for defense) look for sets like Touch of Death and Obliteration that have melee defense bonuses.
As I mentioned, Health and Stamina are overslotted. I know you're slotting for the defense bonuses, but wouldn't it make more sense to 6 slot your attacks for bonuses rather than a one-attribute passive like Health and Stamina?

But first, the fact that you're waiting until 44 (!) for Stamina is a serious problem. It is much, MUCH more important to take Stamina by 20 than it is to fit in the Fighting Pool early.

But yeah, my slotting is quite horrendous. And I'll gladly admit my own cluelessness when it comes to this stuff. But hey, that's what we have this forum for!

I always recommend that players take powers for a respec in the same order they would if leveling, (unless there's something you're going to skip, of course) so you're not disadvantaged if/when you ever exempt for a TF or some other reason. It's no more work after all.
*Huge* improvement on the slotting! If anything, you went a bit overboard with the melee defense--you now have over 54% with CJ toggled.
Given that, there are few minor changes I'd recommend, mostly to add more slots to your first two attacks, which are still underslotted. They also add recharge, and move the high recharge Oblit set to Shield Charge, since you want that up and available as often as possible. I also swapped out the Impervs in Deflection for common IOs since it will give you a couple more percentage points of S/L def, but that's more of a personal preference thing.
This build is two over the max on 21% HP bonuses, but that wasn't the primary reason I selected those sets.

A few disasters in that build, fault is an absolutely key power to the set, 3 slotting it with a taunt set is horrible. I go with 5 stupefies and a force feedback proc.
The 4th numinas set bonus is useless to you as you have no heals, I believe it only adds to heals, not regen.
The force feedback proc in tremor that some of the previous posters slotted is a very good idea, I did ice/stone rather than shield/stone, and I have that proc in fault, tremor and the epic energy torrent.
A matter of personal preference, seismic smash is a boss level hold. I tend to frankenslot it with a wide mix of things (like dam/mez HOs) to enhance the hold duration as well so I can make an irritating boss a complete non factor in a fight.
The membranes that others slotted in active defence are there to boost the defence debuff resistance, and are a good idea if you can afford them, but are too pricey for me.

So since I'm fairly clueless, I figured it'd be best to just ask people who know what they're doing, as opposed to me trying a bunch of stuff, finding out it doesnt work well, trying new stuff, etc, which could easily get crazy expensive when it comes to reslotting stuff..
Basically I'm looking for the whole shebang, what skills to take, how to slot'em, what to put in said slots. So I'll try to give as much relevant info as I can think off, and await the inevitable 12 different replies which all suggest completely different things, hehe.
So, obviously, Level 50 Shield Defense/Stone Melee Tanker.
PvE is where i'm generally looking to murder things.
I'd say a good 75% of the time I'm killing stuff solo. So Solo Survivability and ability to kill crap is the main goal. Other 25% usually being TF's and the like.
Due to the concept, the travel power will have to be Super Jump. But it doesn't need any extra slots given to it, if there are better places for those slots to go. As long as there are some good jump enhancements in there somewhere it should be fine.
As for my build allowance, let's keep it under two billion, shall we? hehe.
