One thing to take note of, she doesn't give you a mission. You have to turn in the Halloween Salvage to get the slot.

on a side note turning in the hallween salvage also gives a 50% chance of zombie invasion or 50% chance of banners

Obligatory: She's NOT the fifth costume slot contact. She's just A costume slot contact. The fact that there happen to be three other ones that were in-game before she was has nothing to do with the order she can be approached in.
IE, Any level one character can walk to Croatoa and unlock a SECOND costume slot.

yeah, from what ive also heard is that it only has a chance of triggering at night and so forth, but lately ive been seeing a lot of zombie and banner events on victory lately (almost 1 every day in the last 4-5 days)

Never had the even trigger go off, and I'm an altaholic. Besides, if it did, I'm back on the train, usually with my under level 20 toon. It tends to be my second slot generator, as mentioned above.
The costume pieces are running 50k-100k now. Around Sept this last year they were around 350k.
Quick question: Who do you see for contact to obtain the 5th costume slot? I currently did the Steel, IP and FF Tailor mish'es so not sure who the last contact will be to get final open slot? Thanks.
