Health (and other auto powers) actually activates itself. This will mean that the IO bonus is always active, as long as you still have health.

In an auto, that means it's always on at all times (unless you exemp below the level where you have Health). In a toggle it'll be on as long as the toggle is on, and for a period after it's turned off.

That's a standard description which is rather misleading for some IO's. This IO has a 100% "chance" of activating under valid conditions. All of your auto powers automatically 'activate'..... I think it's every 10 seconds. Too lazy to go look. It's way less than 2 minutes, which is how long this IO lasts, so putting in Health will have it always on unless you exemp too low.

i have a question about this IO,
the description states that it has a chance of affect when the power it is slotted in is activated.
what if i slot it under Health, which is never manually activated?
