No. Nor am I aware of a version in the works.

Only way I know of to do it would be to boot your system into Windows and run it there, assuming your computer is set up for dual booting.

Due to the way CoH works on OS X, I'm not sure if it would be technically possible to make a Herostats like program that works with it.

Technically possible, but there's no way the same program could do both Mac and Windows.

From what I understand, for the most part, doesn't Herostats just work off of reading the log files?

It's always read memory. It actually pre-dates the time where log files were available.
