COX and Windows 7

It works just fine for me on my work box.
You may need to set compatibility to XP SP3, or run with admin privs, or sometimes even turn down UAC, depending on what the issue is.
Other times, like me, it just works straight out of the gate.
Go figure.

I do get dinged with the UAC every time I run it. To get past that, I bypass CoHUpdater.exe, unless there's a patch I need to get. The other main annoyance is that unlike Win XP, in which I could alt-tab between CoH and other windows smoothly, it's like it resets the video whenever I alt-tab in or out of CoH, which takes a second or so. (But really, that's not that major.)
Other than those two things, it pretty much runs fine.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

I'll pretty much echo what TonyV said. Works perfectly, save for that video reset. And that's not even a big deal.

Really runs nicely on here, haven't had to worry about compatibility mode or anything similar. Just install - log in - play.
I have no problem at all with CoH and Windows 7. Of course, my computer came with Windows 7, it may be different for those who upgraded to Windows 7 from Vista or XP.
I just upgraded my laptop from Vista to 7, and CoX still runs fine. Works on XP on my desktop and on 7 on my laptop. No tweaks or fiddles required.
I used to fiddle with my back feet music for a black onyx. My entire room absorbed every echo. The music was . . . thud like. The music was . . . thud like. I usually played such things as rough-neck and thug. Opaque melodies that would bug most people. Music from the other side of the fence.
