Well seeing how the event is pretty much at random it's hard to say when the best time to be on, however I would say to keep
an eye out on jellow shooters for anyone announcing the event. Other than that I don't know what else to tell you to do.

Really, right here is the best place to get a Lord Winter run going. Let folks know when and where you want to get together for a run, making sure you're aware of work schedules and the like. Folks usually sign up for stuff like this. Since the event is triggered by player actions, (as far as I'm aware) you can set it for whenever.

Usually doesn't take more than thirty minutes to trigger if you have a team going for it. So yeah, it's relatively player controlled.
I still have at least one vill that needs all the Winter event badges, so I'd be happy to throw in on this.
Has anyone tried doing this in a Co-op zone?

Another angle, use the server transfer option currently available. Switch him to Freedom where there is a substantial redside population and get the badge. After the badge, switch him back.

I'd be up for a WL hunt, just say when (any time after 4 PM EST), and i'm in. If you haven't done so, already.

In a word, No.
But key events can bring a fair size out of the wood-works.
I've been wanting to get that badge on my main villain since the event started, but it seems like usually the server's too quiet to get enough to seriously challenge the event. Either I'm not in the right zone or on at the right time, so I figured I'd ask when and where is the best time to show up?
