ie, If you do an ITF at noon, then one at 3pm, you get half merits, then one at midnight, you get 1/3 merits. Then you do another at 6am and get full merits.

It depends on how many attempts of a TF (that doesn't give a reward screen) you've done in the past 18 hours. Take that number, and then take the inverse of that number and then multiply that by the full reward.

For TF/Trials that have a Reward screen, Merits cap out at half of the full reward.

Actually, the 6AM one is APPROXIMATELY 18 hours after the noon one. Depending on whether the completion is under or over the 18 hour mark, the merits might be reduced even further.
