Actually, for IOs that give a global effect, with no Enhancement of the power they're slotted in, 50 is the worst level, because they can't be slotted until 47, and they stop working if you exemplar below 47. The lower the level the better for this type of enhancement; in this case, level 10 is the best.

I always thought that it was good up to the lowest level of the set. In this case, since the set is from level 10-50, isn't any level of this Enhancement as good as any other?

Nope, it only is good 3 levels below the level of that particular IO, not the set IO range.

I would be delighted if I could take a softcapped shielder down to 30.
