Yes, the first part of the arc comes with the badge and a respec.
Yes you get a free respec. You could also opt not to train until then so as to save the respec for when you actually want it.
Does the "free respec" occupy the same slot as the freespecs from new issue releases, or does it come from a contact like Trial respecs?
The free respec shows when you log in as an "Unused respec, just like the Freespecs we get each issue. However, it does stack with the freespec.
The patron respec is not a free respec. It is an earned respec, therefore it stacks with all earned respecs. Freespecs are only given by the devs (though the Respec Recipes check against the existance of a freespec in order to craft).

Hmm... This means that while Heroes can have a max of 4 respecs (3x Terra Volta Trials and 1 Freespec), Villains can have a max of 5 (3x Thorn Tree Trials, 1 Freespec, 1 Patronspec). Interesting.

So by that time, it is pretty much a non-issue.
Also, the big reason that villains get that extra is because heroes unlock the Epic pools automatically at 41, whereas villains have to go through one of the patron arcs, which may take them beyond 41 by the time they complete it, and thus miss out on the chance to have their first patron power at 41.

Vets count a free, so they do not stack. As such, you cannot claim a vet respec until you use your free one. The "max" that they are referring to is what can be held at one time. Technically, there is an unlimited number of respecs a player can have, when you factor in the recipes and the purchasable respecs.
