You can get a NA (north american) account wherever you live.
Check in the euporean forum section maybe for what the lag from there to US servers is like, more than a few have accounts for both and would be able to tell you.
I don't suffer from altitis, I enjoy every minute of it.

I doubt lag would be an issue. People play from all over the world on the NA servers. I know people who play from Japan and Australia.

Seriously though, there's a whole bunch of Aussies in one of my global channels on the NA servers and they play just fine.

I got an NA account from Europe. From the store you can always select the US-version of apps/add-ons.
Pay good attention though, whenever you are about to buy an expansion-pack, it defaults to the (unusable) EU-version
