It works in PvE too. I built a Gravity Control Dominator with Phase Shift for that very purpose. The novelty wore off, though, and the character since got deleted. Either way, "Phased" entities are able to affect each other.

I will gladly demonstrate to anyone that doubts that Dimension Shift is a phase power how it operates in PvE. Send me a PM and I will meet you on the test server.

I'm kind of disappointed it hasn't shown up in PvE content yet, such as a "half the team is phased and half of the mobs are too"-kind of deal. Admittedly, the tech for such a thing would be a little...curious as to it being pulled off successfully. (And could you imagine the BAWing over such a mission mechanic? Wow.)

Would definitely be a shockingly brutal encounter though.

From what I have observed the enemies that use phase powers aren't using true Phase powers. Master Illusionists, for example, seem to only be applying the untouchable status when they ghost and not the phase status.
