Vanguard Day Job not rewarding

There was a change a little while ago, such that characters 34 and under cannot be awarded the badge.
I have a few in the same boat.

The text for the progress bar makes it clear that you can't get the badge until you are level 35.
If you're 35+ and have a full progress bar, try zoning or relogging. Day Job badges don't always show up immediately. The last few I've earned showed up immediately in the 'Most Recent' section but just showed a full progress bar and no badge in the 'Day Jobs' section.

If you are under 35, you will get the badge as soon as you get to 35.

To be clear the "change" wasn't that they stopped allowing level 34 and under characters to get this badge. The change in question was that they started allowing level 34 and under characters to enter the Rikti War Zone in the first place. Technically speaking level 34 and under characters could never originally get the badge anyway, but at least now they can earn credit for it.

Logged in on three toons with over 21 days in the Vanguard and didn't get the badge. Progress bar shows full, but mouse over won't show status.
