Flares, fire blast, flares. blaze would be pretty endurance efficient(for fire blast) and flares is proc friendly thanks to its low base recharge adn endurance consumption.
Think fire blast, fire ball, blaze is the best chain(for raw dps) but not certain.
Take it if you need it to fill out your attack chain for recharge reasons or for set bonuses, skip it otherwise.
Since the animation changes its not a terrible power, its just Fire Blast is much better.

Flares has higher DPA than Fire Blast.
