Softcapping a BS/SD Scrapper

Ok, this is my first attempt to seriously IO a scrapper (actually, it's my first scrapper period) and I'd like to get some opinions on my build. The general goal was to softcap all positions without having to resort to a Gladiator's Armor +3% (I could afford one but I don't really want to spend that much on one IO).

Some general comments/questions:
1. Mid's shows ranged defense at 43.4% because it doesn't include the 3.75% from Phalanx Defense
2. How bad is it not to include One With the Shield? I can see it's usage as a panic button but to get it I'd either need the Gladiators and drop Build Up or drop Grant Cover. I wouldn't mind losing Build Up if not for the cost (I know, I know Build Up is good, I just don't particularly care for Build Up type powers because I never remember to use them). Grant Cover I'm mostly keeping around for the resistances (and the fact that I like it thematically)
3. I've got two spare slots, what would you recommend doing with them?
4. I didn't include an APP largely because none of them appealed to me. At level 36 I'm not really feeling any endurance issues and as I start slotting IOs that should get better not worse. Similarly I don't really feel the need for ranged attacks, I use temp powers on the rare occasions when I need to pull something.
5 For both the Hetacomb and the Siricorro's Dervish I'm not particularly interested in the 6th set bonus. Would you recommend removing/replacing one of the IOs in those sets and which one? I'm thinking the Dam/Rech but I'm not sure.

That's a pretty pricey build there, my BS/Shield has comparable defenses and excellent offense in a considerably cheaper package. I also have One with the Shield and it's quite useful for the really silly stuff the build is capable of. This has been by far the most effective mob killer I've played and it's nearly unkillable short of an enemy with significant tohit buffs (Quartz DE, I'm looking at you)

The expensive items in my build are the Steadfast unique and the Miracle unique. If I hadn't already had them on hand the Membrane HO's in Active Defense would've been in the 70 million range also, but the added DDR from slotting HO's is a minor consideration... going with three standard recharges would buy you almost as much.

Here's the build, I'd estimate I spent roughly 150 million or so on it, mostly over time from 32 - 50.

<edit> I designed around Parry providing the additional melee defense so I only had to find set bonuses for Ranged & AOE. One Parry takes Melee to the soft cap. </edit>

Thanks for the feedback. In regards to cost, I'm aware it's pricey but I figure I'll pick up the critical bits (i.e. most of the IOs) once I've got the build locked down and pick up the more expensive but less critical items (the Hetacombs and the HOs) over time as and when I feel like it. I have a very small stable of characters (currently 3 50s and 2 non-50s) so I tend to be a bit lavish when it comes to IO'ing characters (although currently only 1.5 of my 50s are IO'd).

I did toy with doing a build that isn't softcapped to melee and relying on parry but in the end decided to just go full out and soft cap melee as well.

I can definitely see your points about One with the Shield, I think I will try and work it in the question is how. Dropping Recall Friend would hurt due to losing the BotZ (plus it is useful to have). Dropping Build Up would hurt for similar reasons (I'm less concerned about the damage loss since I tend to use red inspirations a lot anyway).

i would say drop parry and recall friend,get hasten and super speed instead.that way you can get sheild charge up more often and you have a bit more PVE invisibility.

Parry I'm keeping around for when I need the extra defense either due to debuffs or exemping (I know, I could buy lower level IO's, I just don't want to ). Recall Friend is mostly there as a holder for BotZ so replacing it with SS would be ok (ignoring for a second the need to get hasten in somewhere) except that overall I find Recall Friend to be a more useful power since I can generally get away with just running through the mission and relying on speed and defense in place of stealth.

well i could see it for exemping,as i do not do much of that myself.

but for 50+ i have found that i have not missed parry a bit since dropping it.SS makes a fine place holder for Botz,and the extra nuking thanks to hasten is most welcome.

A few things that stood out IMO:

1. I'd echo what other posters said earlier about dropping parry, but if you want to keep it then you're allowed your concept idiosyncracies.

2. Slotting changes.

a) I'd put Obliterations into Shield Charge and put Scirocco's into Head Splitter. You want shield charge up as much as possible and want to max out it's recharge. At the same time, Scirocco's has much better endurance enhancement values than Obiterations and that will help out Head Splitter. Either that or switch out Shield Charge and Whirling Sword. Obliterations, while a great set, has lousy endurance enhancement values.

b) I'd swap the Damage Hetacomb with a Dmg/End/Rech piece from Crushing Impact and not only keep your damage above 95% but also improve endurance and recharge. You're honestly not going to miss the 5% toxic resistance.

c) The slotting of Deflection is a mess. I'd rather slot 4 LoTGs and two Impervium Armors. LoTGs: Def/End, Def/End/Rech, Def, Def/+global rech; Impervium Armor: Resistance, Res/End.

That slotting would only cost .12 end/sec compared to your current .11 end/sec and would drop your smash/lethal resists from 29.7 to 29.5. However, you'd gain: 10% Regen, 1.12% hitpoints, 9% accuracy, 2.5% recovery.

I think in terms of trade offs that would be much better. If you don't like this slotting, then I've seen some builds slot Enzymes in this power to help max out DDR.

d) True Grit isn't optimal either. I'd go 3 Numina (incl the proc), get the hitpoint bonus (overall, you'd only be losing a little hitpoints because the bonus will offset much of it) and 1 res IO. Conversely, I'd be tempted to 6 slot with Numinas so you can add even more recharge, allowing you to 5 slot Hack with Crushing Impact, since 6 slotting Numina gives you the same ranged def bonus.

e) In your build, it doesn't look like you placed the slots for level 50. May I recommend you put those in Weave, True Grit, Tough. They'd all benefit from a slot.

Very good point, I missed that when doing the slotting

Yeah, I really don't care about the toxic res, i just wasn't sure what would be better.

That makes sense to me, to be honest I've never been good at figuring out frankenslotting for bonuses. I tend to either slot a whole set or one IO from each set .

That makes sense, unfortunately I'm unable to do so. I can self-justify the membranes in AAO since that's something the devs could easily fix (just make the DDR in AAO unenhanceable) but slotting Enzymes in a Defense power would be something that would ruin my enjoyment of the character (see above comment about weird and unusual idiosyncrasies). (side note, I've nothing against people who do do it, it's just not soemthing I want to do).

Makes sense, I'm to used to Blasters/Defenders where a Numina pretty much has to go in Health . I like the idea of the full Numina, I hadn't really considered that due to my knee jerk reaction against slotting full sets in passives/toggles (I always feel like I'm wasting slots) but in this case it might be worth it.

I placed one but yeah, I hadn't made up my mind what to do with the other two. True Grit and Tough both sound like good options.

@Purus: I'd slot Active Defense with more Recharge if I were you. Currently even with your recharge set bonuses you're going to have 7 seconds of down time (assuming that you cast it immeadiately upon recharge). It'll be even worse if you exemp down since you won't get any recharge bonuses (although using level 25 LotGs would help there).

At the very least I'd recommend putting a Recharge IO in the base slot.

Could anyone give feedback on my BS/SD's build as well? Just dinged 50 and am looking to slot up. I had to drop One With and Grant Cover (Which is depressing; I enjoyed being CREDIT TO TEAM and ran it day and night, but don't have the room now it seems...). I feel I need the tiny edge Perfection can give me to offset all the toggle woes...thanks in advance.

I can't offer a lot of advice (blind leading the blind and all that). But a couple of comments. First off you're overslotted on Ranged Defense. There's a bug in Mids where Phalanx Fighting does not add the static 3.75% to Ranged so you can reduce Ranged defense to 41.25% per Mids and still be softcapped.

Secondly, I don't think you do need PP. When I opened your build up I noticed that you had True Grit turned off which meant that the Numina Proc was not getting counted. Turning True Grit on and PP off gives you a net recovery of 3.04 end/sec. Additionally, since Endurance recovery is based on max Endurace I then turned on Atlas Medallion and Portal Jockey which raised endurance to 3.34 end/sec without PP. Also as Fury Flechette mentioned above, Obliteration has horrible End reduction so it might be worth swapping your Swipe slotting with either Headsplitter or Whirling Sword.

Personally I wouldn't bother with the Red Fortune in Phalanx Fighting. Phalanx Fighting doesn't really benefit from heavy slotting and the nice set bonuses of Red Fortune are the fifth and sixth ones. Yes, you'll lose the minor damage boost but you could then use those slots to boost your global recharge instead either by increasing the other red fortune sets to 5 slots or going all out and getting some LotGs.

Finally, I'd try and put a Kismet proc in their somewhere. It's one of those little things that can help a lot when the going gets tough. Since Accuracy and To Hit are multiplicative it's much better for countering debuffs or defense than accuracy alone.
