When a badge mission is completed, everyone on the team that receives the end of mission reward gets the badge, unless they already had it, even if they're outside the level range, and/or don't have the mission.
Exception: Efficiency Expert Pither.

Ok, I just remembered what brought up this question. It wasn't a badge mission it was a temp power. We were doing the Loa Bone mission and I was the only one that got it but the other guys weren't auto completing that time. So the real question is if we auto complete a mission with a temp power will everyone get the temp?
Yes. Each person just has to have the mission.

From crafting it.
From a blinkie in a mish.
From your contact by talking to him/her before or after a mission.
From a mission bonus after completing a mission.
As long as each member of the team is following the arc, they should all get the temp power same as you.. unless the power is in a blinkie, in which case, you might have to repeat the mission multiple times for each person to get it.
My VG and I are planning on running a story arc that includes a badge mission. We are planning on all queuing up the contact so that we can just run one person's arc and auto complete the rest of them. My question is this: if we auto complete the badge mission will we still get the badge or do we each have to do that mission so that all of us get the badge?
