Try em all out... There are so many flavors. What do you want to do? Tell us more. Do you primarily solo? Farm? PvP?

Words to the wise aren't necessary- it's the stupid ones that need them.

Rare is an understatement.

Anyway, when you get down to it, Willpower is pretty much MADE for Brutes. Rise To The Challenge keeps foes on you, and that in turn keeps your Fury going.

Of the sets you listed, I currently have a War Mace/Super Reflexes Brute at 19, and a Claws/Electric Armor Brute at 9.

My favorite, though, is my Super Strength/Willpower Brute.

claws/energy pairs fairly well. Invuln is a well-rounded set that only really gets spanked when it runs into psi damage, which is more common red-side (but not necessarily enough to mean you shouldn't roll one).

Mace is fun, especially since clobber is a much nicer attack now.

I'd go with Claws/invuln or any/EA. While i love invuln, untill you get IOs, it would be really end heavy with WM and axe.

All 3 primaries you mentionned offers good mitigation, so they'd all help EA. EA's endurance management tool would help a lot WM and axe.

I have alot of Brutes, and Axe/WP seems the most soloable to me so far (but really it's hard to go wrong with any Brute set).

My Axe/WP can run on x8 difficulty solo. It's pretty astounding.

Pfft! WP n00b!

I have: 50 DB/WP Scrapper, 9 DM/WP Brute, 50 ELM/WP Brute, 50 SS/WP Brute (my fave), 28 BS/WP Scrapper, 34 WP/DM Tanker, and 17 SM/WP Brute.

And those are just the ones I play. I have a total of 12 characters using Willpower... >.>

Mace starts with strong ST hits, quickly develops trouble due to endurance, and then in the 20s becomes a more AoE oriented set. It's Smashing damage, and some of its attacks have stuns, with others that have KD. I like my Mace Brute.

Axe, I haven't used before, but my brother says that the Lethal damage is only a problem versus defense, and he did fine with his Axe/WP Brute. It's got more KB and KD than Mace, but no Stun, so it looks more brutish, IMO.

Claws is a very cool set for brutes. It gives 2 ranged attacks for taking out runners or minions wanting to pick on the squishies, has good AoE and ST, recharges fast, and costs less endurance. Brutes seem to like pairing it with everything, but WP is the most popular, of course. I personally like my Claws/SR brute for its combination of speed, high defense, and great offense.

If you don't want to make an other WP brute then try Electric Armor. It's popular right now because of Energize, Lightning Reflexes, and its damage aura on top of its solid resistance and endurance management powers. Energy Aura is a rough starter compared to some, but it's probably the most unique brute armor out there in terms of gameplay, and seems like it'd work well with claws.
