what does phalanx fighting do

If all eight of you are in the rather small radius, then you would each get the defense bonus for three teammates (the maximum).

The real bonus for having multiple Shield Defense characters is stacked Grant Cover.

I assume that you're being pedantic, however you're not actually correct about the Kismet. While you are correct that the LoTG 7.5% is a global and not a proc the kismet +6% to hit is in fact a proc. And yes it's technically called Kismet: Accuracy in game, but referring to it as a +6% to hit is more accurate and descriptive of it's purpose than it's official name.

Umm, What?

They most certainly do exist.

I'll assume you're either trying for a "They are never available on the market, so they must not exist" type joke, or you're trying to be pedantic about how they aren't really "procs".

If it's the second case, I'll argue that they ARE procs, just ones with 100% chance of functioning.

Admittedly, the LoTG 7.5% recharge is a global bonus, but it's listed as a "global proc".

The Kismet is wrong in it's description as it's +6% TO-HIT and not +6% Accuracy as described but it is definately a "normal" 100% proc - put it in a toggle and wait two minutes and it'll shut off, so it's a proc.

So there, pffft

My BS/Shield scrapper, "Bull Shield," was part of a team of 4 Shield scrappers that leveled up together. The combination of Phalanx Fighting and Grant Cover put us all over the softcap without IO slotting -- it was pretty sweet.

LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

Kismet is a proc-like 120, yes (sorry, it's not a proc if there a base chance of 100% of it going off to me ;p), and operates under the same rules of availability/usage as a proc (level of enhancement doesn't matter, power mus be used/available for it to work).

The LotG: Global Recharge is not a proc or even a 120. It's a global - it grants, by itself, a unique set bonus giving a 7.5% recharge. It does not follow the same rules as a proc. (As a set bonus [uniquely named at that, so five LotGs and five 7.5% regular set bonuses stack for a total of 75% recharge] it only is granted as long as your combat level is no less that enhancement level -3 but the power does not have to be available to you.)
