And yes it's technically called Kismet: Accuracy in game, but referring to it as a +6% to hit is more accurate and descriptive of it's purpose than it's official name.

The LotG: Global Recharge is not a proc or even a 120. It's a global - it grants, by itself, a unique set bonus giving a 7.5% recharge. It does not follow the same rules as a proc. (As a set bonus [uniquely named at that, so five LotGs and five 7.5% regular set bonuses stack for a total of 75% recharge] it only is granted as long as your combat level is no less that enhancement level -3 but the power does not have to be available to you.)
