There has never been a Dev comment about this to my knowledge.
Outside of offensive and/or IP issues I have not known of a change occurring.

If you want to change a SG name, the only way is to engage in a Nemesis Plot.
1: Get a friend to create and publish a super hero oriented web comic somewhere that makes heavy use of your SG's name.
2: After the comic is well established (give it perhaps a month or two), petition a GM with your concern that your SG may be violating the comic creator's imaginary property, and request to have the name changed so it does not violate anyone's rights.
Just make sure there is no indication anywhere that you are in any way shape or form affiliated with said creator.
Don't know if that will work or not, but it is worth a shot.

No dev comments that I recall either, but I do have 2 anecdotes on the topic. I knew of a SG that petitioned to change their own name and was simply denied. I also know of a SG that GOT petitioned and had their SG name genericed and then renamed.
So in theory it clearly seems possible from a technical standpoint. But I think if we extend the logic a little further we can see why there's no incentive to do so. NCSoft would have to pay folks to take the time to change SG names. When I have a problem with the game bad enough that I want customer support, I don't want to wait while an indecisive leader changes their SG name for the 40th time, or some greifer group tries to hide from responsibility for their own evil.
It's not how many times you get knocked down that count. It's how many times you get up.

With the advent of the Super-Leader the latter point is much more debatable than it once was.
