I'm not entirely sure I'm allowed to say what "the plan" is in detail, but chances are, the Scoop won't be back in the form people are used to. Most likely an offsite alternative.
Surprisingly, the new boards are even more hostile to html than the old ones, in some ways.

Don't believe the cover stories, The Scoop staff got into the super secret pre alpha test for going rogue and went into shiny things overload. The devs had to concoct the story about HTML not working as a cover
