If your ice tank is 23, you should just wait until levels 26 and 27 to see if you like how energy absorption changes things.
There's nothing wrong with any of those particular combinations.

The weapon sets are also both fine choices, depending on what you want to farm. They wouldn't be my first choice if you like to farm by grinding Borea missions. Demon farming and working the Wall, they'll do just fine.

I am currently running an Ice//electric//earth tank, currently level 42, and loving it!
I do not know much about sheilds, so I feel i cannot say much about one of the other, but i feel that ice//elec is a very fun ride.
Electric melee+energy absorption is a good combo for dropping the enemies endurance, which means less force feilds from fake Nemisis for instance. I am also waiting ever so patiently(not really with the patience) to see how quicksand works with chilling embrace, on that note
