5 primarys more then half of scrappers primarys are FOTM? you confuse me. yes regen is FOTM I'll give you that so secondary if not regen either /elec or /fire. DM is a flop last I heard unless your just lolfiteclubbing.
With those limitations, I would do elec/WP probably. My friend jimmay has one and he likes it.
DM sucks in PvP for anything except fight clubzors. It's not as bad as it used to be, but you really want a set with buildup as a scrapper. Unless your plan really is to stand in one spot and mash buttons.
/elec got better with the new heal, but it's still far from good. Melee resistance without a fast heal is lol in PvP now.
Elec melee is definitely the best out of the leftover trash (oops, I mean non-FotM sets) that you're picking from. The attacks are fairly good, you get buildup, and you drain end.
/WP is no regen, but it's ok. You can probably get to the HP cap, and have decent res and regen. Having no heal sucks, but since you get quick recovery and don't need fitness, you could easily grab aid self.
That said, you would do a lot better on a fire/regen 
You can always go dark armor. You have that bright *** pink dark armor scrapper in RV on freedom that seems to do decent. His cloak of fear annoys the hell out of me and blood when we are trying to AS him. I would try Elec/dark if i was that bored. TS does decent dmg from what ive seen of jimmays. O and LR wrecks MM's lol.
Ok fine, change "FoTM" to popular wherever I said it. All I want is a build that isnt used often
You dont have to worry about cloak of fear with my pink Da scrap anymore which im kinda sad i had to get rid of it....
But i love my Dark Armor its really fun to play once you get past the end problems

if im on something else, i just start trowing cause dark is sooooo squishy.
did i mention he's in pvp heroes?
