WP - IO sets for type def?
Kinetic Combat is the set you want if you are looking for typed defense for your Scrapper. That set provides smashng and lethal defense with 4 slots so you would could use your remaining 2 slots for Pounding Slugfest which gives 8% regen with 2 slots.
4 slots of Kinetic Combat is 3.75% smashing and lethal defense and 1.88% melee.
Changing your slotting in Gambler's Cut, Soaring Dragon, and Divine Avalanche to include the following and you will see your regen increase to 653% and your smashing defense 29.1% and lethal 44.1%. I also changed your slotting in Fast Healing and Rise to the Challenge to get your to 653%. You could go even higher than that, but it would require some other tinkering.

Sets giving typed defense:
S/L - Kinetic Combat (4), Siphon Insight (5), 3.75%; Perfect Zinger (6), 3.13%; Mocking Beratement (4), Enfeebled Operation (4), 2.5%; Smashing Haymaker (4), Lethargic Repose (4), Triumphant Insult (3), Rectified Reticle (2), 1.88%; Reactive Armor (4), Curtail Speed (4), Annoyance (3), Discouraging Words (3), 1.25%;
The only ones you can slot in any meaningful quantities (because of the powers you can slot them into, number of slots required and the maximum level they reach) are Kinetic Combat, Smashing Haymaker and Reactive Armor. Kinetic Combats are extremely expensive, the two others should be dirt cheap. But without 4-5 Kinetic Combats, you won't have good S/L defenses.
E/N - Eradication (3), 3.13%; Thunderstrike (3), Basilisk's Gaze (2), 2.5%; Calibrated Accuracy (3), Lethargic Repose (3), Nightmare (3), 1.88%; Pulverizing Fistcuffs (3), Pounding Slugfest (3), Cleaving Blow (3), Reactive Armor (3), 1.25%;
The only ones you can slot in any meaningful quantities are Eradication, Poudning Slugfest, Cleaving Blow and Reactive Armor. Eradication is not usually extremely expensive IIRC (it's just expensive), others should be dirt cheap. You can stuff in an odd Thunderstrike (cheap) or Basilisk (expensive) into your pool powers or if your primary has a ranged attack (claws). But unless you slot Eradication into your PBAoEs your E/N defense will be crap.
F/C - Aegis (3), Mocking Beratement (5), 3.13%; Maelstrom's Fury (3), Blood Mandate (3), 1.88%; Exploit Weakness (3), Stagger (3), 1.25%;
The only one you can slot in any meaningful quantity is Aegis, but it's competing with Reactive Armor for the same slots. They shouldn't be very expensive.
There are also those IOs that primarily give positional defenses but also give typed defense at half value. They take 6 or sometimes 5 slots to get that bonus, and are mostly quite expensive. The only ones that are worth slotting for that purpose IMO are the Blessings of the Zephyr (2 or 3) but you kow how expensive those can get. You can also 6-slot Gaussian into Buildup or Focused Accuracy if you don't have anything better to spend the slots on for 1.25 defense to all types, but that's rarely worth it IMO and it's very expensive.
For 'cheap' typed defense, here are the sets I usually go for:
Melee sets - smashing haymaker, 4 slots gets you 1.88% smashing/lethal defense. It's only half the bonus that 4 kinetic combat gives you, but this set is extremely cheap, where some kinetic combat pieces go for tens of millions of inf. The set only has one component with accuracy, though, so you'll probably have to 6 slot the attack to get enough accuracy. When I have the slots to do this, I tend to slot the 4 smashing haymakers and then an acc/dam and acc/end/rech from another set (say, focused smite) to fill out the numbers - that's with approximately level 30 IOs.
For mind over body, grab 4 reactive armor for 1.25% defense to energy/negative/smashing/lethal. Res/end, res/rech, res/end/rech, res will grant you enhancement numbers about the same as your current slotting. If you can scrape up the extra slot, doing the same for tough would also help (4 reactive and the steadfast 3%). Also, and this is a bit of a stretch, you could slot high pain tolerance with two level 50 heal IOs and 4 reactive armor if you like.
For melee AoE, 3 cleaving blow gives 1.25% energy/negative defense, and are pretty cheap. (3 eradication gives 3.13% energy/negative def, but is likely to be more expensive). In your case, though, since you already have 5 sirocco's in two of them and 6 multistrike in the third, I might just leave those there. Each of those sets provides a bit of typed defense too, and the accuracy and regen bonuses on sirocco's are also nice.
Aside from that, there aren't too many options open to you. There aren't any good typed def bonuses in defense sets, and you don't have access to a lot of the more exotic set types that might bring other defense bonuses.
As an aside, are you not planning on exemping with this build at all? I can't really think of any other reason to leave indomitable will and heightened senses until so late in the build. At the very least, I would move health and stick indomitable will in its spot (indom 18, health 22, buildup 26, perhaps?), so that you can have it when exemplared down to any level 15 or 20 content.

I'm 5 slotting Kinetic Combat and adding the Mako's 3-piece to round out the attack (I just like the idea of them falling down when I punch them)
Aegis in both Mind over Body AND HPT (the other 3 slots in HPT will be Numina's for the regen/HP bonuses) Probably in Tough as well.
Eradication in Dragon's Tail, possibly 3 Eradication and 3 Multistrike
Don't forget Weave adds it's full defense value to everything equally, both positional and typed.

Eradication and aegis are great too, and the quad is the only expensive eradication.

As I understand it, it's better to go for type def rather than positional for WP...makes sense looking at the numbers.
I'm about to respec my Kat/WP. He's sitting on about 170 million inf and I was hoping you guys could recommend some affordable yet effective IO sets to help get the typed def where it needs to be. If possible, I'd really like to avoid those sets that cost 20 - 30 million per piece...again, IF possible. If not, at least I'll have another goal to work towards.
Here's where I left off before I realized that I was going the wrong direction with my build...not sure if helps but at least it has the powers I'm looking at...
