what uses are there for Base salvage?

Base salvage has no use currently other than collecting. Using the Invention Workstation you can convert base salvage into Brainstorms which then can be converted to invention salvage.
Or you can look at the Auction House and find what some of the base salvage is going for and sell it.

Yep, the reply is spot on. This was all supposedly done to avoid confusion so I hope you are now less confused. Also, if you really do have a "ton" of base salvage and you are converting, carve out some time and limber up that mouse clicking finger because this goes one conversion at a time.

And, before anyone asks, converting base salvage does NOT count for the crafting badges.
