Character Selection Texture Currently Unreplaceable
I haven't used Splasher in ages, so I'm not exactly certain how Leandro implemented things, but my first guess would be you'll just have to wait until he updates it to reflect file changes.

It may be (probably is) associated with the new "light/dark" toggle on the background.

The background is actually a 3d environment now. I don't think it can easily be replaced by a simple 2d image anymore.
And like Aggelakis implied, even if you were able to change it, it would probably stick to the background of your costume and power screens in the Tailor as well because they use the same environment. This can be verified because the "light/dark" toggle carries over to your character selection screen after visiting the tailor.
Curses. I hate staring at those buildings in back again. That's why I got rid of them in the first place. >_<

Which is a long way of saying that I hope it's possible again at some point. As it is now, the game seems to be using the folder Splasher did for the costume backgrounds and removing anything else in it.

I understand the risk associated with asking a question like this, and I figure I categorized this as best I could.

Long time no see, guys. The once-fleeting legend of Power Customization has been implemented; what an accomplishment, eh? Though, it has had an effect on something else. With the new background that goes with the costume creator / tailor window, the Splasher no longer replaces it.
Does anyone have any idea how to "fix" this? We were never really supposed to be able to replace it, of course, but still...
And I'd finally had a nice background picked out, too.

... what? Don't judge me for my choice of background. o_o
