2) When you make lists, use letters instead of numbers.
I'll probably pre-order it. Probably only for one account, though. My main character likes to have as many badges, temp powers and costume parts as possible.

Back to the OP - hmmm, depending on finances I might pre-order or I might not. As it stands I cannot afford a new rig purely for the awesomeness that is 'Ultra' graphics mode.
Oh and didn't I hear mention that there would be NO WAR WALLS in Praetoria? If this is true then 'only 1 or 2 new zones is poor' depends entirely on how big those zones are...

Unsure.
If I see a ton of new content with a good chunk dedicated to level 50 play, some great storylines and challenging missions, I likely will pre-order for two people. I really need more information though; right now we've seen some great teases for Dual Pistols and Demon Summoning and a little of Praetoria but...really need some meat to the previews.
A big factor will be whether I can get a code to gift to a friend. If so, that will be a huge swing in whether or not I pre-order.

I'd bet a large sum of money that 1) there will indeed be a pre-order, and 2) that there will indeed be in-game goodies associated with it.
I'm basing that on 1) CoH having a pre-order with in-game goodies (the special sprints), 2) CoV having a pre-order with in-game goodies (the special helmets), and 3) this being a common practice in the industry to gauge pre-sale how much interest there is in a product so that they'll have a more accurate guesstimate on how many units they should produce.
