It's a 3 month Veteran Rewards, used in place of a Cape.

It was mentioned above, but just to be clear so you know, you cannot have both a cape and the trench. And I seem to remember that you can't have a trench and wings, also, but I might be wrong about that. Cape with wings? Um... shoot. I should know this one...

Oh hey look, kitty! *wanders off to pet my kitty*

Correct, no cape + wings, no trench + wings. Most back options are exclusive.

what I really want to know is, how and where and/or when can I get a cape? I don't care about no stinking trenchcoat, don't give a rats-*** about wings, I want a cape! Thanks for the help.

Are they maybe wearing the Bolero Coat from the Magic Booster Pack?

If you are a hero, you go talk to the City Representative (she's in the rotunda of City Hall in Atlas Park) as soon as you are level 20 (or anytime thereafter). Accept the cape mission arc from her and you can do that to earn access to capes at the tailor. (Also, there are some pseudo-capes available to veterans as rewards, as well as from a number of "Booster" packs available separately.)

If you are a villain and at least level 20, speak to your original contact in the same manner as above to receive a series of missions that unlocks capes in the same way.

And then speak with the City Rep/Kalinda/Burke again at level 30 to get the "aura" mission that unlocks, well...auras.

And, just in case you don't know, at levels 20, 30, 40 you can speak with the tailor/facemaker to get a mission that unlocks extra costume slots.

There's also the High collor cape (Super booster 2) and Valkyrie cape (Valkyrie/Mac Pack)

I wasn't really trying to cover all the possible alternatives to "earned" capes, but thanks -- I edited my post to cover Booster pack capes.

Even though it is not a trench coat, the "Baron" coat that comes with the Magic pack has a look similar to a trench coat and may be what your friend was wearing.

If it looked like this...

then it was the vet reward Trench Coat (Upper Body -> Trench Coats)

If it looked like this...

Then what you saw was the high collar cape from the Magic Booster (found under Back Details)

Okay, what have you done with the white spy?

"How do you know you are on the side of good?" a Paragon citizen asked him. "How can we even know what is 'good'?"

"The Most High has spoken, even with His own blood," Melancton replied. "Surely we know."
