There have been server upgrades (especially to Freedom) to handle larger loads so the green on Freedom means the server isn't burdened.
However we also have the convergence of the fall with school resuming and new MMOs which have probably reduced some of the Freedom playerbase.
If you really want to know, this Friday and Saturday evenings should tell the tale with reactivation and double xp from Thursday afternoon - Monday morning.

To summarize here:
The servers are listed with the last one you visited at the top and the rest sorted by 'server load' (lowest at the top and highest at the bottom).
'Load' is a reasonable proxy for 'current population'.

Hey I play on Protector. I'm thinking of making some new toons on other servers, but I wanted to get a feel for which of the other servers are the most active these days. Everytime I look at the servers on log in they all seem to say light load. What does that mean? 10 players or 100 players. I know thier all pretty slow compared to the pass. I just want to see what your opinions are. I normaly play during all times of day mainly Heroe toons. mainly which Server activity are equal to or better than Protector.
