Personally I would not worry about IO'ing your build for the benefit of recovery. The return on investment is pretty small and you can hit the same anount of bonus you received by slotting for something else.
Before I deleted my Fire/Energy I slotted her for +rech and +dam and I was still able to get about 20-25% recovery.
Slotting Crushing Impact in Bone Smasher, Total Focus, and Energy Punch is a good idea because you can get 15% recharge from the three sets of 5 of Crushing Impact. If you want more ranged defense which is always a good idea I would slot Thunderstrike into all of your ranged blasts.
Rain of Fire and Fire Breath should have 5 Positron's Blast so you can get 6.25% and accuracy from each slotted set. There are some other slotting things I would change such as the amount you have in CJ etc. If I had more time I would get into more detail, but unfortunately I am at work and have to end here.

Like you I'm in the process of rebuilding/rethinking and just plain experimenting with my Fire/Nrg. First blaster I stuck with long enough to get to 50 (a few years back now, before xp smoothing, before the new defiance, before IO's, etc.). No idea how available, never mind expensive for instance, the Javelin Volley's are, though I would expect pricey, as the build basically just exists in Mids for now.

I'd also tend to want to ditch CP, both builds (yours and this one) are end efficient enough to not "need" it to deal with normal PvE play making it rather situational. It would take some fiddling but putting Bonfire in the build and using it as a melee free zone would let you keep CJ+Hurdle for moving about on the ground while keeping foes at a distance. Particularly indoor areas with low ceilings that would be useful.

This is how I plan to build mine. Just rolled him last night. Sits just over the softcap with either Combat Jumping or Hover active. Nice bit of recharge outside of Hasten (33.8%). For a titch, and I mean a titch more ranged defense, you can take Energy Punch instead of Stun, and slot another set of Mako's. I haven't decided which two of those attacks will benefit me more.

When I get home from work, I'll post my Fire/EM build.
I built him for +rech and he'll have 190% when complete with hasten. Since I dont PvP much, I dont worry about defense. I like playing my blasters from range so I dont need to worry about drawing too much aggro. I have hibernoob to save me with around a 30 second downtime.
I'm also a huge fan of inferno so I want that up as often as possible!
The build is fairly expensive....having 5 purple sets.

You could take Stealth at 28 and then Invisibility at 30. With a LoTG proc in that, it would boost you all the way to 127.5% (197.5% with hasten).
That's a 90 second recharge on inferno.

I have my second build slotted for capped ranged def, and 50% smash/lethal resist- plus power surge for OH SH*T moments to bump resists up further, and this build is far more versitile then the maxed rech build.
The max recharge build does shine on teams with tanks, but for most every other situation the ranged def build is more suited. I only have around 30% global rech on the ranged def build, and NO nuke, but the attack chain is fluid, and the AoE damage is very consistent- with no wasted overlap in recharge on the big AoE powers.
Its your call on how to build, but having a 5 gambler/5 purple set max recharge build sitting unused while I use my second build makes me go...hmmmmn, and wonder if it was all really necessary in the first place.
That said, i keep all my goodies in the +rech build, and use it on big teams for farming massive lewtz when the mood strikes, but its mostly just a showoff build.

I tend to only play my blaster on TFs and most of the time we have a tank or a good scrapper to hold aggro. Thus I dont put much value in needing ranged defense.
But if I were to play him solo, PvP, ect, defense would most certainly be more a priority.
Let me start by saying that I am not new to blasters. I've been happily blasting for 3.5 years. That said, I am nowhere near an IO set expert. Sure, I can slot the generics (who couldn't?) and know what I'm doing, but sets are another matter. I hate number crunching and am terrible at it. I have a hard time knowing what to do with sets, even with Mids and looking over things carefully.
Anyways, here is a build that I made last night for my Fire/EM at 50. She hit that a week ago, actually. I have getting close to 800 merits and a good amount of influence, so I figured why not try and IO her out. I have only ever done this once before and I had to get quite a lot of assistance.
I am going for recovery the most, and my husband says that I may want to work on ranged defense. I'm not sure how to do that without losing all of the recovery bonuses that I tried to get. Any help would be appreciated.
Oh, and ignore how the slots were placed. I was using dynamic mode, or whatever it's called.
