From there, you can upload a picture from your hard drive. It has to meet the requirements (certain file formats, size, etc.), but that's pretty much it.
With the pictures in the posts, that's almost certainly linked images in the signature file. To the best of my knowledge, these forums don't allow you to post images directly in your posts, but do allow them in the signatures.

To add a pic to your post or signature you need to use [IMG] tags.
For example, typing: [img] followed by "http://boards.cityofheroes.com/styles/CoH/misc/logo.png" (without the quotes) and ending in a [/img] will result in the following:
