It's the "Sinister" pattern, and I know it came with the GvE edition, but am not sure if by now others can access it.

There is a "Sinister" texture as well as pattern. Sinister also comes with gloves (w/ or w/out armguards), shoulder pads, and boots (w/or w/out shinguards).
I tend to use the Sinister Boots (w/out guards) a lot, and I've gotten some good use out of the Sinister gloves (also w/out guards).
I've gotten a ton of use out of the various Justice pieces, too.
And the Jump Jet.
And the Pocket D Teleporter.

I actually once planned on making a character named Fashion Plate that would wear the "hot" look each time a new one was added.
