Refresh my memory on how to get Steel Canyon Safeguard

I've been going back and getting the Safeguard badges on one of my high level characters and ran into a brick wall with the Steel Canyon one. I was using a lvl 24 alt to run radios in Talos but the Safeguard is not popping up after 3 missions.

Is the alt too high? (Paragonwiki says the Steel Canyon Safeguard is 20-25) Wrong zone? I'm missing something here...

Doesn't it pops up after 5 missions? I thought only the lowest level pops at 3. One way or the other check the detectives progress bar and make sure it's full.

Ahh! Memory refreshed! Thanks guys!

edit: Although I did the Kings Row Safeguard yesterday and it popped up after 3 missions. So the change may happen after that.

Hmm... It may be that the very first time you do Radio/Paper Missions, it only takes 3 to get the Safeguard/Mayhem Mission that goes with your level, and after that, it's raised to 5.

So, for example, a Level 50 who has never once run a Radio/Paper Mission can run 3, then get the PI Safeguard/Mayhem, and then will have to run 5 from that point on. Interesting.

According to the Wiki:
* Heroes at Security Levels 5-15 will need to complete three (3) Police Scanner mission in order to get assigned to a Safeguard mission.
* Heroes at Security Levels 16+ will need to complete five (5) Police Scanner mission in order to get assigned to a Safeguard mission.

I'll have to say that, for me, it's not correct, because I've done the Atlas Safeguard tons of times on lowbies, and the first time I do it, it takes me 3 Raido missions, then 5 every time after.

Once Issue 11 came out, I started leveling characters by going to the Tutorial for the free goodies, then going to Galaxy City. I'd street sweep until 3, then run all the missions for my initial contact. That would get me to 5, and I'd go to Kings Row and run Radios and Safeguards until I hit 10. Then, I'd do the Kings Row Safeguard once for the badge & power, and never touch it again. I'd do 5 radios, turn down the KR SG, and repeat.
