Server channel for people within 5 of your levels
I don't know that that's actually possible to filter like that, right offhand.
Though it has to be said, *given* player-made channels and the like, which can be found pretty easily (right click, channel search, type in your server name for starters, or AT for instance) - why set this up?
Also, use the search function in game. Broadcast is not the only way to set up a PUG, and that already has a level filter. When you find good players you mesh well with, be sure to add them to your friends list.
Outside of player-made channels the only real way to find a pug team is to type in broadcast.

False. This is a poor method of finding teams, as it only sends within your current zone, and not to anyone inside a mission.

We have enough ways to go LFT. We need a way to have a team go LFM.

Also, even more so than ever, with Super Sidekicking coming up in i16, level matters little.
I'd like to see Teams being able to set statuses for themselves (LFM toggle, then a content type flag/co-op enabled), and then a search window for players to find teams that are looking for members. The team listing in search should say both the team's average level, as well as the level of the current mission (or maybe the star if none are set?).
In addition to that, I'd like to see the current search window to include a way to filter the people that are already on a team... If I'm trying to build a team, I'm most definitely not interested in the people already on a team.

You can also filter out those who are flagged as "Not looking for team". Granted, some of those are teamed already (You don't look for that which you've already found.

I don't invite people who aren't flagged, even though that cuts down my options.
You can sorta (but not quite) do this already by ignoring the greyed-out names. (although they are still there, wasting space on the list and often causing it to be truncated, which cuts out potentially available players).

Outside of player-made channels the only real way to find a pug team is to type in broadcast. After playing DDO for awhile I started wishing there was a real pug system here. I could have suggested what DDO did but City of Heroes is a different game and could take a different spin on it.
So what I thought was have a server-wide channel that everyone can talk to. What would make this channel special and make finding pugs easier is it would only display messages to you from characters that are within 5 levels of the character you are currently on. That way you can easily find other players that do not need to be sidekicked/lackied and that are high enough level to be in whatever strikeforce/taskforce you might be recruiting for. Maybe you could even make it so in Options you can change the level range of text you can view, in case you don't care if someone is say, 35, and you're gonna do an ITF.
