Alternatively, if you are a Villain Epic Archetype (Spider or Widow), you don't need to do this. VEATs get a costume slot at 10, 20, 30, and 40.

The salvage can be bought at Wentworths and the Black Market, but they are not cheap. Unless you really want the 5th slot now, I would wait for the Halloween event to start. It's not that far away.

Yeah, right now, the pieces for it are running several hundred thousand (if not more) Inf, for each piece. Whereas if you can manage to hold on until the Halloween event, you can probably get all of the pieces yourself... or if not, they'll be cheaper once the market is flooded again.
Prices are always highest just before the Halloween event. Stock up for your alts, please clean up your spawns, and be prepared to fight zombies at any time.
Obligatory: The fifth costume slot is not necessarily the one you unlock with costume salvage, people. The OP could've done that already and may be missing one of the mission unlocks.
Obligatory: VEATs get six costumes, they just can't edit the last one.

I think the Halloween event usually starts around mid October, so if you want to save money, wait untill then, rather than buying the salvage at WW - it's a bit expensive

To the OP...
If you are on Virtue with a hero, I can fix you up with a set of Halloween salvage for free.
Also, VEATs can still make use of the Halloween salvage (for a total of 6 slots). However, the 6th slot is not editable. This means that whatever you have as your second slot (the first non-VEAT slot) will be forever what your 6th slot will be.
So before you unlock that 6th one, be sure that what you have in the second slot is something that you will never have need to change (like say a beach party costume or something like that).
After that, you can then change the second slot to something else.
Hopefully one of these days, they will update the tailor interface to make that 6th slot editable (perhaps that will be the day they give us the ability to have even more costume slots).
