Nice, I didn't even realise you could get that close to States' costume. I've got a similar idea with my own Crab Spider, but with specific Protector Heroes. Speaking of which, I need to find a screen shot from a certain bygone dancing Tank.

From left to right, it's a PPD Awakened, Statesman, and Longbow. I don't know what the last one is, figured it was just his basic costume.
I say Talon, because all of the costumes are hero factions, and Talon are good guys.

So I've been trying to make a Wyvern costume today. It hasn't been turning out the way that I'd like. I'm gonna keep trying on that one. Thanks for the ideas

If a Talon outfit doesn't work out, you could try Legacy Chain. Though their magic oriented nature sort of clashes with the other costumes. Same thing with the Midnight Squad.
The Loyalists from the President Marchand arc would probably work well and be easy to replicate. However, they wouldn't be readily identifiable.
Personally, I don't think Vanguard works, because they aren't really good guys, they're just anti-Rikti (and anything that can be connected to them), specifically Rikti Restructurists.
Edit: You could also try Hero Corps.
And because I can't believe noone has said this yet.

Could make a void costume, I think you can get pretty close to the npc's costume.
So I went with the Legacy Chain costume. I just couldn't get close enough to some of the other suggestions. Thanks everyone for the help.
