its the 6th setboni with 6,25% recharge (2 decimation, 2 expedient reinforcements and 1 glimpse of the abyss)
my tip is: change the glimpse of the abyss angainst unspeakable terror then you will get an other 5% recharge

I have considered changing the IO in Spooky, but he will take a little hit in accuracy, but it should be doable for now, and the set is dirt cheap.
Hopefully the prices on purples will go down a little in i16 like alot of people predict.
Atm, the 2 purple sets i can use cost between 1-1,5 billion which will take a little time to get.
you can use up to 6 purple sets as follow: ragnarok, apocalypse, Coercive Persuasion (already in use), Fortunata Hypnosis (blind), Soulbound Allegiance (in your pets) [these set has other boni as the other purples], Unbreakable Constraint (blind, flash and empulse)

Trying to get rid of the last 2 sec gap i have to get truely perma PA without gimping myself too much, as i occationally get owned in the little downtime there currently is on AV´s
My current build features 196.xx%
The changes should give 212.xx but for some reason i dont get the bonus from Positrons blast (frost breath) in Mids planner, but it should be there ingame.
Also, i could dump Hibernate to get room for another LoTG recharge putting me around 220%, and even more if i ever get 1+ billion to spend on a single purple set, but for now ill live without.
Also, with this amount of recharge i could prob even pull a slot from Hasten to use elsewhere, but it will be somewhat close then, so its a last resort =)
So, decent build or completely useless ?
