Will the Dimensional Grounding Ray become unavailable? Or is this temp power exempt from the No Temp Powers setting? (such as in the STF/RSF)

That is a great question. Only way to know for sure is to test it out. Either that or go to test server and see if they changed the way it worked. I'll see if I can get a few people to help me try it out on test later today and let you know.
