Not getting Vanguard Merits on Rikti Missions?

Possibly shear bad luck. Rikti do drop Merits somewhat infrequently, aside from Ship Raids. Trust me, I managed to buy a few of the costume pieces WITHOUT going on ship raids on my Colonel....that took a loooooooong time.
That, and the Rikti in that arc are sometimes scaled up Lost. So Im not sure wether the scaling up interferes?

Also, Vanguard merits are rewarded on mission complete only if:
- the mission is in the RWZ, and/or
- if you have the Vanguard Recruit day job [you will get bonus mission complete merits on any mission].

A Vanguard Merit is a special salvage awarded for completion of tasks or defeat of Rikti in the Rikti War Zone as well as Rikti spawned from portals as part of the Rikti World Invasion event. Merits can also be earned by defeating Rikti elsewhere, such as in missions from contacts Steven Sheridan in Brickstown or Angus McQueen in Founders' Falls, or in the streets of Peregrine Island.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Remember: 10% does not necessarily mean 1 out of every 10.
The mission isn't bugged, you just had bad rolls.
On characters that have outleveled Mercedes Sheldon's arcs I often wait until I get the Vanguard Recruit Badge so I can run Montague's arc for merits.
In fact, in the past few days I was getting Vanguard merits with an exemplared character while running the missions with a friend.

I just did the "Investigate Lost & Rikit" Mission from Montague Castanella. It's a map full of Rikti and I did not get one single Vanguard Merit, even not on mission complete. Is this normal and intended? And of course I did the Vanguard introduction arc, I already had some merits in my inventory when I started.
