Even with Debt you should get XPs
However under options there the option to Turn off XP so double check to see if you got your settings to get xps. The reasons for that option is one a player can stay at a given level and build up funds. Or follow a story arc with out over leveling the missions.
Explain what's going on with the chats perhaps someone on the Boards would know how to fix it.
Trial accounts are level capped at 14. Buy the game if you want teh xps.

Most of what you described DOES sound like you're on a trial account, but if there's something buggy going on, your best bet is to inquire in the above forum - you'll get maximum visibility on your question.

i enter a game time card code and it went threw i logged in the game my trial account went away and i invite ppl to join team its said trial accounts can only chat in local and help and team chat.
how do i get get my Gobal things and help and chat settings back.
I would put out a help request to a GM. Odds are the system hasn't fully caught up with your timecard. Welcome to the game, of course!

/petition "Trial account flags stuck"
Hit enter, and that will open up a petition dialog box, which you can then fill out with your explanation as to what's happening on your account. This allows you to send a realtime message to the GMs, so if there are any on duty when you send it, they'll either email you (at the email that's registered to your account) or send you a /tell in-game to assist you.

im having trouble with the Global and help and team chat all the chat setting i did reset windows and set defecilt nothing happend how to fix it and how to fix the debt when i attack mob level 14 and 15 i dont get xp couse of the debt what should i do to fix it.
