Lots of the defender sets can do this. A bit more detail on the style of your Defender your looking for will yield in better results of what people can/will advise. Are you looking for more team based, more solo based, etc. Usual starting points will be suggested of Radiation Emission and Dark Miasma, but that's because they tend to be jack of all trades power sets. A bit of everything. But a bit of help describing what you want to accomplish would be helpful.
There's not a power set that sticks out as "The Power Set" and each offers their own unique set of advantages and disadvantages. So a bit more on what your goals are would be a good help to those trying to point you in the right direction and what type of play style you have in mind.

i'm looking to be teamed based support role.
As every other mmo i have ever played i have never been able to get teams as i tend to pick a class that no one wants so this time i'd like to be a team player
Although all of the primaries can be ungodly helpful, the usually most looked for power sets tend to be Kinetics and Empathy. As good of a power sets they are (especially if you use Empathy's buffs along with heals), all of the power sets can function quite well on teams. Storm Summoning is usually looked down upon for their knockback, to which has a large learning curve to be effective. Force Fields also utilizes knockback as a support role, but their several shields tend to make it up more than Storm's other powers in some people's mind.
Cold Domination is a good set on both the buffing and debuffing front. Sonic is great for teaming as it has several ally toggles and shields that are quite nice to any team that already has high defenses. Trick Arrow takes a bit to warm up to but is stronger later in the game.
If you want an early set and forget team boosting while being effective, I'd point you towards Cold, FF, or Sonic. Empathy mindset changes around level 30 or so, and some tend to dislike that. Kinetics, TA, and Storm are very active primaries. Dark and Radiation are as I said, grab bags of various abilities. I have at least one character with each of these power sets. I don't tend to have too much problem finding a team with any of them on Virtue. However, I also tend to look for non-AE farms where people tend to be more appreciative of the non-"Healer" power set (Empathy). Also, I'm not afraid to start a team if I'm really gunning to play a character.

My advice is this: Join groups. Make groups. Team with anyone who'll have you. About 10% of any given team will be people who don't suck. Friend [or global friend if they'll have you; if not, don't take it personally] these people and next time you see them online, ask what they're doing. If they have friends who don't suck, get to know them.
Eventually you will have a network of people to team with, and have to get on fewer and fewer pickup groups [or "poor lonely me in the corner, soloing" sessions.]
As far as "What Defender to choose?" The primaries all play VERY differently. A lot of times, I like Force Fields. Because I'm a bad defender. I don't want to be the last-minute-saviour Empath; that's too much like playing chicken with someone else's car. The first time someone thanked me for rezzing them, I wanted to yell "IF I WAS ANY GOOD YOU WOULDN'T NEED IT, WOULD YOU?" Force Fields is for your relaxing experience. You cruise along, keeping people bubbled every 3-4 minutes, and the team does not lose and nobody gets hurt very badly. And if they do? Not your problem. You've already DONE your job. They've got only themselves to blame.
It's been too long since I went force fielding, apparently. I need to relax and turn a buncha blasters into tanks, I think.

This makes me flinch. Many of the people who really want you for a team are... incompetent. Rather than learn what THEY are doing wrong, they look for outside support, continue to die, then blame their outside support. Usually for bad "heals".

I've been slowly attempting to raise my notoriety around Virtue as a good "Support" player. Since I play mostly Controllers, Defenders, and Corruptors, I tend to have a lot of characters to fill that role. Do every character gel with every group? No. Mostly because even though I'm playing support, I'm more than willing to be aggressive if people (usually the tank) is just standing around for no particular reason. If everyone is on the move to your location and are near it, why not go flying into the next group. I usually find it rare to find tankers that my Defenders can't keep up with. Those Tankers make me smile as I end up only being a few steps behind them.
Inactivity is the bane of my existence on CoH. I understand their are times that need strategy, etc. but not every mob needs to be carefully pulled and killed slowly or the like. If the rest of the group is 10 steps behind you, that's 10 steps worth of a Tanker being able to get the aggro of the mob going. Then again, that's just my dislike of standing around, especially when we go "everyone run together for buffs" and then stand around letting the buffs run out due to inactivity. Buff during battle I say, sure you're not contributing during that little bit, but to keep a team moving is well worth the bit of personal time of buffing during a battle.

Defenders aren't really 'support', since they're not necessary. They're closer to 'force multipliers'- a good Defender can make everyone else better at what they do (ie, killing stuff).

You may find you need to experiment with the different powersets to find the ones that fit your prefered play style best.
I tried Storm/Electric and found it hard to use the storm effects to be an obvious aset to my team (& the constant 'windy' noise was annoying)
I tried Trick Arrows/Archery (to L27), loved the look but found it too hard to see the difference I was making.
I tried Rad/Rad (to L28), AM had a much more visible effect on my team mates but it felt more like work than fun.
Then I tried Kinetics/Ice (to L26). Fell in love with kinetics but couldn't get comfortable with the ice attacks - too slow compared to the kinetics powers (MY perception only).
Finally I tried Kinetics/Electric and finally found my match. VERY fast paced build with obvious team boosting and nice damage output after Fulcrum Shift. Hardly touched any of my other toons while I raced him to 50! Its a challenge being a melee-range defender but I can solo him better than I could my fire/kin corruptor. I even deleted all my other defenders except my rad/rad (I sense much potential in him but I think it'll be a few more levels before he takes off).
The moral of this is - experiment & find the combination that suits your taste. I have no doubt all of the defender primaries can assets for teams if played right (you'll find lots of opinions on what "right" is for some primaries though).
In my experience Kinetics and Empathy are the most sought after when I've seen team leaders looking for team members, but I've seen defenders of all types make a welcome difference to teams I've been in.

The fighting pool should probably be avoided. It has some use with certain powersets and/or once you get high enough to get an ancillary power pool shield, but in most situations tough and weave aren't worth it on a defender.
